This is an exempt human resources generalist position carrying out various HR programs and procedures. This positions primary responsibility is in Recruitment and New Hire Orientation. This position is required to complete all duties within timelines established by the CHRO. Supervisor will delegate various other human resources functions for all agency employees.

Duties and Responsibilities:

Manages and follows through on internal and external recruitment process. Establishes and maintains contacts with professional associations, colleges, universities and technical schools for recruitment; secures staff from temporary agencies when necessary; and track costs associated with recruitment.

Responsible for ensuring that (1) each applicant that submits a resume for a posted vacancy receives a confirmation via email (2) all applicant information is entered in HR/B/Applicant Tracking, and that (3) notification is sent to each applicant interviewed, but not selected for employment.

Review and process Internal Applications for Employment and Employee Referral/Recruitment Reward Program.

Monitor and maintain current and up-to-date job postings on PMHCCs Internet site and notify all staff.

Conduct telephone reference checks and appropriate employment verifications as requested/necessary and tracks data in HR/B.

Responsible for developing creative, efficient and cost-effective recruiting methods that yield a diverse, qualified talent base. Coordinates all recruiting and hiring activities in conjunction with hiring managers. Reports to senior management upon request.

Liaison and primary contact person with affiliated city agencies as it relates to processing employment requisitions and hiring practices.

As instructed by hiring Program Director, make offers of employment, create new hire file and, schedule orientation, send notice to hiring manager and prepare and process employment letter.

Ensures proper payment of all recruitment and temporary employee invoices using PMHCC Purchase Requisitions; tracks progress, ensures payment and maintains appropriate filing system.

Monitors the data entry of all HR/B data (e.g. all resumes, applications, email verification, rejections letters) entered by HR Assistant.
Notify CIO, Purchasing Manager and other HR Staff of all new hires.

Assure equitable and consistent salary ranges for comparable positions.

Track and report EEO-1 information; maintain other records, reports, and logs pertaining to applicant flow via HR/B.

Assist CHRO and Program Directors with compensation related issues

Collects and analyzes HR data and makes recommendations to CHRO.

Provide senior level guidance regarding federal and state employment regulatory affairs.
Training

Conducts PMHCC staff trainings in areas of specialty, such as Recruitment, Hiring and Firing.

Assist in identifying critical organizational priorities and training needs.

Participate in cross-functional Human Resource training.

Conduct New Employee Orientations as needed and generate general office correspondence as requested.

Employee Relations

Assist CHRO with termination procedures.

Assist with investigation and resolution of grievances and other Human Resources issues.

Responds to employee relation issues such as employee complaints, harassment allegations, and civil rights or EEO complaints.

Assist CHRO.

Perform other duties as assigned.

Skills Required:
Proficient in Microsoft Office and Microsoft Publisher. Excellent verbal and written communication skills. Effective time management and organizational skills as well as the ability to work independently with little supervision. Interpersonal skills, the ability to work with employees at all levels while maintaining employee confidentiality is essential. Good proof reading and editing skills.
