Hurst, Texas is seeking an HR MANAGER to work closely with the Director of Finance and City Manager to develop and carry out HR initiatives. This key position within the organization provides oversight of all human resources functions, ensures compliance with applicable policies and labor laws, supervises Payroll Specialist and Benefits Specialist,, assists with citywide budget development, coordinates annual open enrollment activity, serves as Civil Service Director and performs other HR duties as required.

Essential Job Functions: Responsible for Personnel Division including payroll, classification and compensation, recruitment, selection, employee records and benefits, training, and employee evaluation. Coordinates activities with other departments including, but not limited to, serving as Civil Service Director including administering entry fire exams, police and fire promotional exams, serving as recording secretary for the Deferred Compensation Advisory Committee, and coordinating City’s training and performance evaluations. Conducts annual pay survey for City positions. Provides required information to payroll for accurate pay for employees. Maintains up-to-date personnel manual, employee job descriptions, and City pay plan. Administers City’s programs including, but not limited to, FlexComp, HRA, FMLA, sick leave bank, workers’ compensation, tuition refund, and DOT required drug and alcohol testing. Provides back-up for ADP payroll and HRB as needed. Maintains files including, but not limited to, personnel, medical, civil service, workers’ compensation, seasonal aquatics, former employees, retirees, and job posting/applications. Posts job announcements after City Manager approval, conducts background and driving record screens of position finalists, and schedules post-offer physicals and drug screens for prospective new hires. Completes required procedures for new employees and terminating/retiring employees. Attends seminars/conferences/training to keep up-to-date on issues, trends and required compliance to laws. Responds to PIRs and survey requests. Assists with special projects and performs other related duties as assigned.

Skills, Knowledge, and Abilities: Excellent verbal and written communications, interpersonal/human relations and listening skills and ability to keep the Director of Finance informed on key issues. Extensive knowledge of state and federal employment law. Ability to maintain and ensure the confidential nature of employee information and records. Ability to operate with proficiency a personal computer with applicable word processing and spread sheet software, calculator, telephone, copy machine, and fax. Ability to apply technical skills and knowledge to implement programs and to be a resource to employees and other City departments/divisions. Ability to research, develop, and implement human resources best practices. Ability to delegate and to manage, evaluate, and develop employees. Ability to accurately process payroll and enter information into ADP HRB. Ability to model the City of Hurst Code of Ideals.
