The purpose of this position is to coordinate, implement, support, and maintain all activities related to Human Resources software applications for the organization, including the Human Resource Management System (HRMS) and other related systems and databases. Located in the Human Resources department, this individual serves as a technical point-of-contact for assigned functional areas and assists subject matter experts with ensuring data integrity, testing of system changes, report writing and analyzing data flows for process improvement opportunities. The HRIS Analyst also supports HRMS upgrades, patches, testing and other technical projects as assigned. Work is accomplished by collaborating with Information Technology and user department staff, analyzing, reviewing and updating business processes, coordinating the work of staff and consultants in the implementation of HR software, managing/monitoring costs/budget impact.
System Maintenance and Documentation (% of time: 10). Reviews, tests and implements HRMS system upgrades or patches in collaboration with Information Technology staff. Works with functional and technical staff to execute application of upgrades or fixes. Maintains HRMS system tables. Documents related processes and results.
Production Support (% of time: 20). Provides support for HRMS including, but not limited to: researching and resolving HRMS problems, unexpected results or process flaws; performing scheduled activities; and recommending solutions or alternate methods to meet requirements. Maintains the human resources information system for the organization including collection, retrieval, accessibility, and usage of employee information for Human Resource department planning and activities. Works directly with IT staff, acting as the main interface between the HR and IT/MIS departments and third party systems vendors. Interacts with payroll, vendors, and related personnel to coordinate data retrieval and reporting functions.
Projects/Process Improvement (% of time: 45).
- Works with Human Resources staff to evaluate HRIS software and hardware needs and design new or modify existing HRIS to meet changing demands.
- Analyzes, reviews, and updates current business processes with best practices using PeopleSoft and/or similar software. Integrates PeopleSoft functionality with business needs.
- Recommends process/customer service improvements, innovative solutions, policy changes, and/or major variations from established policy to be approved by appropriate leadership prior to implementation.
- Serves as a key liaison with third parties and other stakeholders (e.g. payroll and benefits vendors).
- Using standard project management principles and practices, manages HR projects related to systems, data, process development and related issues across the full spectrum of HR support areas (e.g., benefits, compensation, risk management, training, development, performance management).
Reports/Queries (% of time: 10). Writes, maintains, and support a variety of reports or queries utilizing appropriate reporting tools as necessary or required to Senior Management of both, the Human Resources Department and the organization. Ensures appropriate development and on-going issuance of standard reports for departmental needs, including quarterly reports, weekly vendor files, etc. Maintains internal database files and tables, and develop custom reports to meet the requirements of Human Resource management and staff. Maintains data integrity in systems by running queries, analyzing data and coordinating data scrubbing as needed to ensure reports are accurate.
Training (% of time: 5). Develops user procedures, guidelines and documentation. Trains staff on new processes/functionality. Trains new system users.
Individual Development (% of time: 5). Maintains awareness of current trends in HRMS with a focus on product and service development, delivery and support, and applying key technologies. Examines trends in information systems training, materials, and techniques. Through classes, reading, or other mechanisms, continuously increase both HR knowledge and HRIS application/tools knowledge. Participates in user group meetings/conferences.
Security (% of time: 5). Oversees employee data integrity through development and implementation of data management policies and process, data governance, database monitoring, vulnerability management, application security examination, and staff access management.
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent. Bachelor’s degree in computer science or related field preferred.
Three to five years hands-on experience implementing and maintaining PeopleSoft HR or equivalent HR information system. One to two years of project management experience preferred.
Work requires the occasional direction of helpers, assistants, seasonal employees, interns, or temporary employees.
Recommendations regarding policy development and implementation are made and/or recommended. Evaluates customer satisfaction, develops cooperative associations, and utilizes resources to improve customer satisfaction. Effective organizational and interpersonal skills including written and verbal communication skills are required. Previous exposure to project-related activities through active participation in system-related projects is required.

Strong understanding of HR processes and data, including eligibility and enrollment rules, and benefit procedures in order to ensure correct implementation. Strong understanding of HRMS database design, structure, functions and processes, and experience with databases tools. Thorough knowledge of MS Excel, Word, PowerPoint, Project, and Visio. Experience with an HRMS such as PeopleSoft, Lawson or ADP EV2 and Crystal Reports preferred.
Does research for budget documents; and compiles data for computer entry; enters or oversees data entry. Has responsibility for monitoring budget expenditures (typically non-discretionary expenditures) for a work unit of less than a department size, i.e. program, projects or small organizational units.
Advanced - Ability to read literature, books, reviews, scientific or technical journals, abstracts, financial reports, and/or legal documents. Ordinarily, such education is obtained in at the college level or above. However, it may be obtained from experience and self-study.
Intermediate - Ability to deal with system of real numbers; practical application of fractions, percentages, ratios/proportions, and measurement. Ordinarily, such education is obtained in high school up to college. However, it may be obtained from experience and self-study.
Advanced – Ability to write editorials, journals, speeches, manuals or critiques. Ordinarily such education is obtained at the college level or above. However, it may be obtained from experience and self-study.
PHR/SPHR certification preferred. Certified Associate in Project Management (CAPM) preferred. PeopleSoft HR experience required. Governmental organization experience preferred.
