The Division of Developmental Disabilities contracts with the state's Medicaid agency, the Arizona Cost Care Containment System (AHCCCS) to provide acute medical care and long term care services as a managed care organization to over 22,000 individuals with developmental disabilities in Arizona. The Division serves another 8,400 persons with developmental disabilities that do not qualify for Arizona's Long Term Care System (ALTCS).
It is the responsibility of this position to provide leadership in the ongoing development and implementation of a data-based monitoring, tracking and process improvement system that will ensure compliance with AHCCCS requirements for quality management. This position will lead and supervise activities that investigate and review all member deaths; track and trend all incidents and accidents; issue and track to resolution all quality of care concerns; and monitor the Divisions' compliance with AHCCCS performance measures; including access to care coordination of care, appropriateness of services, sufficiency of assessments, customer satisfaction, and other quality assurance activities as they are developed or required. The position is responsible for all corporate compliance activities of the Division, including compliance with national performance measures and levels that may be identified and developed by the federal Centers for Medicare and Medicaid Services, and participation in community initiatives for quality improvement.
This is a top-level position responsible for establishing and advocating policy that reports directly to the Assistant Director of the Division of Development Disabilities and maintains a direct and confidential relationship pursuant to A.R.S. 41-771.B2.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): KNOWLEDGE of: quality management principles; applicable laws, rules, policies, procedures and standards related to acute care delivery, nursing scope of practice, and quality assurance; principles of group dynamics; relationships, and human development; managed care environment; developmental disabilities; Arizona Health Care Cost Containment System, Department of Health Services, and Centers for Medicare and Medicaid. SKILL in: problem solving; decision making continuous improvement and financial accountability; electronic medical records; word processing, spreadsheet and database applications. ABILITY to: communicate effectively; work cooperatively with others; establish and maintain relationships; analyze situations accurately and taking effective action; write reports, policies for program improvement; manage workload.
SPECIAL SELECTION FACTOR: Must possess a current license as Registered Nurse in the State of Arizona or a current Certified Professional in Health Care Quality certification.
IDEAL/PREFERRED CANDIDATE: will have a Master's degree in Health Care or Business; formal training or experience in Quality/Value improvement; active membership in respective professional organization at the state and national level.
