JOB SUMMARY

This is a seasonal and project based North Slope position.

This is a multifaceted position requiring extensive experience, initiative and skill in all corporate and project Health, Safety and Environmental (HSE) training functions, HSE oversight and implementation, contract and legally defined training documentation and regulatory requirements supervision. This position functions as a focal point in the areas of Safety, Health, Environmental and Industrial Hygiene, acts as an advisor, trainer, and auditor to management in the HSE areas, and serves as a resource to employees. The HSE Training Specialist must develop and maintain strong working relationships with project managers and supervisors to assure on time compliance with training requirements as defined.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Understand and continually practice (lead by example) DAL’s commitment to a zero incident safety and environmental culture
  • Well grounded understanding of Health, Safety and Environmental requirements as defined by the Regulatory standards and project scope requirements
  • Experience based understanding of corporate and construction project HSE demands and specifications
  • Perform HSE Training duties to include:
  • Managing all corporate and project training functions
  • Developing a strong working relationship and clear channels of communication with Project Management, field personnel and client representatives
  • Working closely with Union training cooperatives when required
  • Developing a methodology and process to continuously and effectively manage change within the duties and responsibilities of this position
  • Ability to effectively and accurately draw from and use outside training resources
  • Developing internal controls and audits to insure full and continuous compliance with training requirements
  • Develop and update training aids as required
  • Plan and organize course schedules in accordance with available resources and operational needs
  • Assess course participants to measure knowledge transfer and the effectiveness of training
  • Ability to recognize and resolve scheduling and implementation issues
  • Timely training implementation reporting
  • Preparing and updating strategic training plans in accordance with management expectations
  • Routine meetings with corporate and project management to discuss HSE training issues and concerns
  • Monitors, maintains and develops company / project specific Training Requirements Matrix for compliance with regulatory, project and task specific training
  • Implements and coordinates training as are required by Training Matrix for supervisors and crew personnel to be in compliance
  • Takes a direct role in training and advising project managers and construction supervisors/managers in the methods and implementation requirements to control losses from personal injury and property damage
  • Assist in developing and implementing loss control, hazard recognition and risk reduction measures and training programs for company personnel and working environment
  • Professionally, accurately and correctly prepare training materials and presentations
  • Take a leadership role in:
Developing and establishing company training policies, procedures and processes
Assuring compliance with company policies as well as regulatory procedures and processes
Ensuring employees are conducting their tasks properly, according to policies and specific training received
  • Assist in developing and implementing loss control, hazard recognition and risk reduction measures and training programs for company personnel and working environment
  • Assist and educate on site personnel with determining best practice and most practicable methods for minimizing risks using engineering controls, management controls and personal protective equipment
  • Consults with all departments on design and use of equipment, PPE, fire prevention, Environmental controls and safety processes
  • Inspects and monitors organization facilities and field work sites to detect existing or potential accident and health hazards, and recommends corrective or preventative measures where indicated
  • Keeps managers and employees alerted to Hazard Communications issues associated with work processes, and their potential hazards and provides appropriate training as needed. Monitors and assists supervisors in assuring task specific competency by crews and verifies completion of applicable required training prior to beginning work
  • Assists foreman and supervisors in completing work specific Job Safety Analysis and task specific Task Hazard Analysis
  • Provide HSE field support as HSE Specialists as may be required for R & R relief, project implementation requirements or task specific execution oversight

SUPERVISORY RESPONSIBILITIES
This position currently has no supervisory responsibilities
  • This position may be required to supervise outsource training or additional trainers to meet demand as may be required
  • Depending on background and experience, this position may be utilized to provide step-up supervisory support on an as-needed basis
QUALIFICATIONS
To successfully carry out the duties of this position, the HSE Training Specialist must perform all duties and responsibilities accurately, correctly and professionally while complying with specific deadlines. The qualifications contained in this job description are representative of the knowledge, skills, and/or abilities required to satisfactorily perform this job.

EDUCATION and EXPERIENCE
  • College degree required in Industrial safety or related and/or equivalent experience
  • CHST, OHST or other industry certifications as well as CPR, First-Aid Instructor certifications are strongly preferred
  • Minimum of 5 years experience in positions requiring HSE training oversight, and implementation with a demonstrated history of successful job performance
  • Demonstrated ability to manage HSE duties in accordance with all rules and regulations
  • Demonstrated ability to review and understand project scopes of work and determine job specific HSE training requirements
  • Fundamental knowledge and experience in instructional design and delivery
  • Experience managing change before, during and after project execution
  • Demonstrated leadership in managing people and processes
  • Government, utilities and oil and gas industry experience on union contracts
LANGUAGE SKILLS
  • Ability to effectively develop and deliver training classes in a way to maximize time constraints and student retention
  • Ability to read, analyze and interpret general business periodicals, professional journals, legal documents, and government regulations
  • Ability to write highly complex reports and business correspondence and understand such reports and correspondence when received from other sources
  • Perform research and technical writing assistance
  • Ability to write and maintain policies and procedural manuals
  • Ability to effectively present information and respond to questions from groups of managers, clients and customers
  • Ability to effectively communicate ideas, proposals and performance results
COMPUTER SKILLS
  • Must have excellent working knowledge of computers and strong proficiency in all Microsoft Office 2007 software programs and Windows programs.
  • Must have the ability to effectively create and modify training presentations
  • Must have the ability to maintain accurate training database, training reports and training matrix
  • Ability to perform internet research for training options and regulatory requirements
MATHEMATICAL SKILLS
  • Ability to apply advanced mathematical skills including algebraic equations, fractions, exponents, logarithms, quadratic equations and permutations as may be required
  • Ability to effectively use and apply modeling techniques and statistical analyses
  • Ability to understand and interpret graphs, charts and tables
REASONING ABILITY
  • Ability to define problems, collect data, establish facts, draw valid conclusions and effectively communicate results
  • Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables

PHYSICAL DEMANDS
The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential duties and responsibilities of this job. The employee is regularly required to sit; use hands to finger, handle, or feel; and talk or hear. The employee is required to reach with hands and arms. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

WORK ENVIRONMENT
The work environment characteristics described in this job description are representative of those an employee encounters while performing the essential duties and responsibilities of this job. The noise level in an office is usually quiet but in the field or at the job site is usually noisy. Winter construction takes place in an arctic environment which subjects this position to frost bite of exposed flesh.
