The HRA position coordinates the delivery of human resources services at the agency/department level and serves as the liaison with the agency concerning human resources programs.

Maintains and posts transfers. Develops and processes vacancy announcements on Brass Ring; ensures that hiring steps are followed. At request of hiring authority, coordinates recruitment advertisements with appropriate resources. Responds to applicants about positions; assists with applications; explains position requirements; provides background checks on new employees in accordance with the agency and Department of Administrative Services (DAS) policies. Conducts new hire orientation; assists employees in completion of forms and enrollments; ensures all documentation is completed by deadlines; ensures required policies are reviewed and policy sign-off sheets are completed; assists with acquisition of temporary employees; completes paperwork, liaison with provider on acquisition and payroll matters.

Processes personnel action documents to include: reinstatement/reemployment; contract and non-contract hiring documents; employee deduction and benefit changes; pay changes; promotions; demotions; reclassifications. Creates M-5 Position Change Requests-Approves at PA level and secures approvals at other levels; monitors for approval and processes documents as required to implement change. Computes percentage increases for non-contract increases, advanced appointments, special pays. Serves as approval level for employee timesheet; answers payroll questions for employees and supervisors; assists or instructs employees with the payroll system; ensures all payroll entries are made in a timely manner; verifies preliminary and final payroll. Forwards payroll reports to the assigned agency(s). Distributes or mails payroll warrants to employees or supervisors as requested by the assigned agency/department.

Assists employees with benefit changes and entry in IowaBenefits; works with DAS-HRE units on Health/Dental/Life insurance, Flexible Spending, Deferred Compensation, One Gift enrollment and changes; informs employees of updates to benefit programs and provides them with information and assistance during the annual enrollment and change period. Provides LTD information and completes agency section on application forms. Assists employees with applying for or donating catastrophic illness programs. Sends Family Medical Leave Act (FMLA) paperwork to employees; assists employees and supervisors with FMLA tracking; answers questions. Enters and tracks workers compensation injuries; computes payment and time keeping. Tracks, logs and posts OSHA reportable injuries/illnesses and completes monthly insurance billing.

Agency Management Assistance:
Maintains and posts seniority lists. Liaison with personnel officers to respond to supervisor and employee questions concerning HR programs, bargaining agreements and rules. Enrolls employees in training courses through the DAS internal system. Maintains personnel, medical, and hiring files for each employee; controls access to the files. Maintains Position Description Questionnaires for each position; assists supervisors and managers with completion as necessary. Provides assistance to supervisors in preparing for grievances by gathering and assembling documents from personnel files, transfer files, payroll records. Tracks performance evaluation and wage increase dates; sends notification of pending or overdue reviews. Provides managers and supervisors with necessary information such as leave balances, salary review dates, LWOP expiration dates, FMLA status. Provides reports to the agency as requested. Works as a team to assist with other agencies when needed.

Minimum Qualifications
Experience equal to four years of full-time administrative support work, two years of which were in a personnel related program area.
