KEY REQUIREMENTS

DUTIES:
Position is located within the Research Service at the Veterans Administration Medical Center in White River Junction, Vermont.

Serving as a Health Science Specialist (HSS) in Research Service on a project studying methods to improve care for Veterans and providing a benchmark for educational programs to link educational activities and patient outcomes.

Using quantitative and qualitative assessment techniques to measure medical outcomes

Working with and managing large datasets

Using data analysis software such as SPC, Stata11, and/or Graph Pad Prism 4 Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems

Applying analytical and evaluative techniques to measure outcomes of clinical research

Using analytical techniques to deduce outcomes from survey materials

Using statistical software and translating statistical outcomes into generalized knowledge

Work Schedule: Monday thru Friday 8:00am - 4:30pm

NOTE : This is a TERM appointment (not-to-exceed 1 year, 1 day). Term appointments are non-status, nonpermanent appointments of limited duration. Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition

QUALIFICATIONS REQUIRED:
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to and essential for satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet them are ineligible for further consideration.

The selective placement factor for this position is: Experience applying analytical/evaluative techniques to issues concerning the efficiency/effectiveness of a research program operation.

AND

IN ADDITION TO THE SELECTIVE PLACEMENT FACTORS (SPF’s), THIS POSITION HAS A BASIC EDUCATIONAL REQUIREMENT: A bachelor's or higher degree, or 4 years of education leading to a bachelor's degree from an accredited college or university with a major field of study in the health or allied sciences that is appropriate to the work of this position. 24 semester hours in related courses will be considered as equivalent to a major field of study unless otherwise specified by the school attended. You must submit transcripts to support this requirement.

AND

IN ADDITION TO THE SPF’s AND BASIC EDUCATIONAL REQUIREMENT, THIS POSITION REQUIRES: One (1) year of specialized experience as a member of a clinical research team that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, specialized experience must have been equivalent to at least the GS-07 grade level in Federal service. Examples of experience include: basic knowledge of the principles, practices and procedures of a health science program; assisting in the coordination health science projects; collecting, analyzing and managing data; applying analytical/evaluative techniques to measure clinical research outcomes; experience using quality improvement techniques such as lean six sigma; using various computer programs to prepare a variety of graphs, charts and reports; using statistical software such as SPC, Stata and/or Graph Pad Prism 4; and managing large datasets. Your experience must be detailed in your resume to receive full credit.

OR

SUBSTITUTION OF EDUCATION: A master's degree, equivalent graduate degree, or two (2) years of graduate education leading to such a degree from an accredited institution that provided the knowledge, skills, and abilities necessary to do the work of this position may be substituted for the experience required at the GS-09 grade level. One year of full-time graduate education is considered to be 18 semester hours unless otherwise specified by the school attended. If you are using education to qualify, transcripts are required.

OR

COMBINATION: In addition to the basic educational requirement, a combination of specialized experience and graduate education as described that demonstrates your ability to perform the duties of this position is fully qualifying for the GS-09 grade level. If you qualify based on a combination, your experience must be documented in your resume and transcripts are required.

You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:

1. Ability to use qualitative and quantitative techniques to evaluate a clinical research program.

2. Ability to apply analytical and evaluative techniques to identify and resolve clinical research program issues/problems.

3. Ability to communicate effectively, both verbally and in writing, with supervisors and research staff members.

PHYSICAL REQUIREMENTS: Work is primarily sedentary, although some slight physical effort may be required. Typically, the position may sit comfortably to perform portions of the work. However, there is periodic walking, standing, bending, carrying of light items such as medical records, books, manuals. No special physical demands are required to perform the work.

Applicants will be ranked based on four quality groups, as follows:

Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;

Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;

Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and

Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group. Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group. The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview.
