The San Mateo County Health System Administrative Unit is seeking an Administrative Analyst to perform a wide-variety of moderate to highly complex analytical and administrative support activities in Health Administration. The Analyst will receive direct supervision from the Health Department Chief Financial Officer and will work on various projects, as assigned, within various Health System leaders.

Some of the key responsibilities of the position include providing assistance in budget, information technology, organizational and/or operational analysis and project management. Specific duties include, but are not limited to the following:
  • Perform research and/or data gathering activities; analyze and interpret data collected, and prepare periodic or special reports based on conclusions.
  • Perform research and financial analyses on administrative, fiscal/budgetary, personnel and operational problems; and assist in the Health System in budget preparation.
  • Develop written recommendations and make presentations to higher level management or outside agencies to assist in program planning.
  • Perform related duties as assigned.
The ideal candidate for this position will have the minimum qualifications required for the position plus the ability to:
  • Perform complex analytical and financial activities;
  • Use various reporting/analytical software programs such as excel.
  • Communicate effectively both verbally and in writing; and
  • Develop and maintain working relationships with staff at various levels of the organization.
The current vacancy is temporary and benefited. The duration of appointment is under review and negotiable. The list created from this recruitment may be used to fill future permanent, temporary or extra-help Management Analyst vacancies or similar classifications.

The Administrative Unit of the Health System is responsible for setting the fiscal and strategic leadership direction for the department. The Health System is the largest department in San Mateo County with a $ 547million annual budget and 2,000 employees. There are nine divisions in the Health System, each with unique responsibilities, programs, and services.


The successful candidate for this position will have the following qualifications:

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Bachelor's degree from an accredited college or university in political science, business or public administration or a related field; and one year of journey level experience in finance.

Knowledge of: Basic principles and practices of government financial operations and its administration and organization; sources and availability of financial and services information; methods of report presentation as it relates to assigned work unit; principles of financial administration; and principles and practices of organizational analysis and planning.

Skills/Ability to: Learn the Federal, State and local regulations and guidelines related to healthcare financing; analyze a wide variety of moderate to complex financial and/or organizational problems and make effective recommendations; prepare and present effective reports; facilitate meetings; and perform the full range of the assigned duties with minimal supervision.
