Supervises: Case Managers, Admin Assistant, Mobile Medical Unit Driver, Outreach Workers
Critical Action Items:
Healthy Start Laredo program development, including;
Supervision of all aspects of the program;
Compliance with local, state and national regulations;
Adherence to the BCFS mission, policies and procedures.
Promotes program services to professionals, community agencies, and the business community;
Developing strategic partnerships, engaging consumers in programmatic activities, and successfully communicating the outcomes of Healthy Start projects;
Maintains and Develops strong community partnerships and collaborations;
Is an effective advocate in policies and programs that improve the health status of women, infants and families in the community;
Develops strong wrap around service components utilizing community resources.
Meets regularly with staff to review cases, set goals, and evaluate program performance.
Evaluates client intakes, assessments, case planning and discharge decisions.
Prepares internal monthly reports, contract quarterly reports, and year end reports.
Leads budget development and ongoing budget monitoring to ensure compliance with quality assurance standards and other evaluation processes.
Ensures compliance of local and state regulations, as well as BCFS policies and procedures.
Operates in accordance to the approved budget.
Develops and maintains strong collaboration with a community partners
Attends all meetings and/or training required by HRSA.
Facilitates weekly staff meetings.
Maintain organizational management structure which promotes best practices, facilities optimum delivery of services.
Maintains an internal policy and procedure manual of the organizational structure and each program function based upon: State licensing requirements, individual program/grant policies and procedures, and the agency’s internal policies and procedures. Maintenance of the procedure manual will be updated as needed.
Follows agency hiring procedures, submits recommendations to the Associate Executive Director.
Trains, develops and mentors all direct reporting staff to promote optimal performance through regular communication and evaluations.
Conduct monthly file reviews to ensure compliance with license and contract requirement. Reports reviews to Associate Executive Director monthly and develops action plans for compliance concerns and problems.
Ensures that all staffs are trained on program data collection and are inputting all required information into Efforts to Outcome (ETO) on a weekly basis.
Performs monthly reviews on ETO data collection system and reports all issues and concerns to the Associate Executive Director.
Participates in community meetings as assigned, with prior approval from the Associate Executive Director on presentation and content.
Function as a member of a multidisciplinary team.
To work effectively with the BCFS HHS Associate Executive Director and management team.
Member of IMT. Attends all mandated trainings for IMT and reports for active duty when required.
Other job duties as assigned.
Education: Bachelor’s Degree (Human Services, Nursing or related field). Master's degree preferred.
Experience: Two years supervisory experience in human services delivery program. Good organizational and communication skills. Strong knowledge of Community, State and National resources, partnerships and collaborations. Bilingual in English and Spanish preferred. Also, must have strong computer skills and excellent communication skills.
Valid Texas Driver’s License.
Clear background check and driving record.
Bilingual in English/Spanish and ability to read Spanish
