Responsible for leading a team and the overall management of an HIV Prevention Program involving a broad array of activities and services provided to mainly Montgomery County and Prince George County residents. Key activities include planning and overseeing the execution of interventions such as Street Smart, Respect, HIV testing at Identity offices and a mobile unit. Provides expert leadership and guidance to staff, partners, and stakeholders involved in program implementation.
ESSENTIAL FUNCTIONS OF THE POSITION
Plans, implements, and evaluates programs that provide services to Latino youth and families, including Street Smart, RESPECT, CTR, and Peer Educators Project.
Coordinates with other Program Managers on special events, health fairs, etc.
Ensures the provision of high quality services in all program activities. Supports Identity’s mission and values.
In collaboration with staff and partners, leads the development of integrated and comprehensive program plans for the target population that align with Identity’s goals and organizational priorities. Supervises the implementation and evaluation of program plans.
Supports staff in the development and implementation of position-specific action plans aligned with the program goals.
Oversees quality of program delivery at the center and in the participating schools. Ensures that all evaluation and data collection tools are properly compiled and submitted.
Redefines and/or adjusts program objectives as needed. Communicates effectively to staff and stakeholders program changes. Develops work assignments and determines workloads. Plans and tracks program timelines and milestones using appropriate tools. Ensures that project statistics, results, and deliverables are accurately input in program database.
Builds and maintains relationships with community partners, schools, police and other stakeholders. Represents Identity at community meetings and events.
Develops and manages program budgets maximizing the use of resources, estimates projections, and recommends budget adjustments where necessary.
Prepares program reports according to contractual requirements ensuring accuracy and quality of descriptions, analysis, and statistics.
Supervises a staff of HIV Program Specialists. Fosters a high professional environment among workgroup. Performs annual staff evaluation performance following organization guidelines and procedures.
Participates in the selection and hiring processes of new staff.
Provides technical expertise in the design of new programs as part of the proposal development process.
Engages in discussions to review and settle matters involving controversial personnel, policy, or program issues. Manages emergencies with prospective to problem solving.
Supports other staff and programs as needed.
Participates in internal and external meetings and trainings.
QUALIFICATIONS & REQUIREMENTS
Bachelor’s degree required in social work, youth development, or related area.
Valid driver’s license required, own vehicle strongly preferred, must travel to multiple sites.
Knowledge, Skills and Abilities:
Excellent oral communication skills in both English and Spanish required.
Excellent planning, organizational, time management, and crisis response skills.
Ability to conceptualize and implement programs.
Ability to work collaboratively in a diverse office environment and serve clients of different linguistic and cultural backgrounds.
Effective communication skills including goal-oriented discussions.
Proficiency with Microsoft software applications and ability to rapidly be trained in database system.
Minimum one year of experience working with HIV Prevention programs.
Minimum two years of experience supervising staff.
Experience developing program plans preferably for youth programs.
Work is primarily in an office setting with frequent local travel and occasional night and weekend hours.
