GENERAL DESCRIPTION OF CLASS: The primary purpose of this position is to assist with the direction and management of the HOME Program. The incumbent is responsible for the day-to-day management of operations funded by HOME. The incumbent assists in the development of and oversees compliance with internal operating procedures that govern the entire HOME program and process.ESSENTIAL TASKS: Assists in the development and oversight of the department's strategic goals, operating procedures and budget planning process that are related to HOME. Oversees the day-to-day administrative and operational management of the HOME program, demonstrating commitment to constant improvement, monitoring workflow to assure maximum productivity and making sound decisions on resource allocations.
Implements the goals and objectives of the Consolidated and Annual Plan as submitted and approved by the Department of Housing and Urban Development (HUD). Administers HOME federal grant that may involve housing and redevelopment initiatives; oversees required community involvement, sets grant funding priorities; prepares planning documents and contracts; completes applications and funding allocation documents; and performs ongoing budgeting and financial monitoring of federally funded activities. Ensures compliance with all applicable federal, state and local regulations, policies and procedures as well as the highest standard of ethical practice. Oversees reviews for federally funded activities such as environmental reviews; reviews reimbursement requests; ensures federally funded activities meet applicable requirements; and prepares for and responds to annual financial audit and program monitoring review.
Manages staff to accomplish departmental and program goals, ensuring properly structured activities with clearly delineated tasks, responsibilities, reporting requirements and timeframes. Manages contracts and relationships with subrecipients. Establishes and maintains project files, databases, records and reports. Prepares a variety of records, forms, documents and reports for assigned grant programs using the federal IDIS system to include financial reports, allocation reports, and annual reports; prepares communications and reports for management meetings; and presents agenda items as assigned.
Analyzes and resolves complex, precedent-setting problems, keeping management informed of potentially controversial issues or findings. Monitors and evaluates departmental operations and activities for efficiency, effectiveness and compliance with policies and procedures; analyzes existing work methods and management techniques employed to determine if they provide maximum efficiency and effectiveness, and recommends revisions if necessary.INVOLVEMENT WITH DATA, PEOPLE, AND THINGS DATA INVOLVEMENT: Requires gathering, organizing, analyzing, examining, or evaluating data or information and may prescribe action based on such data or information.PEOPLE INVOLVEMENT: Requires supervising or leading others by determining work procedures, assigning duties, maintaining harmonious relations, and promoting efficiency.INVOLVEMENT WITH THINGS: Requires leading and operating complex machinery or equipment that requires extended training and experience such as complex drafting or GIS software, software used for programming custom applications; the application of custom or commercial administrative or other complex software or system.COGNITIVE REQUIREMENTS REASONING REQUIREMENTS: Requires performing coordinating work involving guidelines and rules with constant problem solving.MATHEMATICAL REQUIREMENTS: Requires basic algebra involving variables and formulas basic geometry involving plane and solid figures or computing ratios, rates and percentages.LANGUAGE REQUIREMENTS: Requires reading professional literature and technical manuals; speaking to groups of employees and public or private groups; writing manuals and complex reports.MENTAL REQUIREMENTS: Requires professional level work requiring the application of managerial methods in the solution of administrative problems; requires extensive understanding of operating policies and procedures and ability to apply these to complex problems and the coordination of sub-professional work in these disciplines; requires continuous, close attention for accurate results with frequent exposure to unusual pressures.JUDGMENTS AND DECISIONS JUDGMENTS AND DECISIONS: Requires being responsible for the actions of others, requiring the development of procedures and constant decisions affecting subordinate workers, clients, or others in the general public; works in a very fluid environment with guidelines, but significant variations from the routine.VOCATIONAL/ EDUCATIONAL AND EXPERIENCE PREPARATION VOCATIONAL/ EDUCATIONAL PREPARATION: Requires Bachelor's from an accredited college or university with a major in public administration, business administration, or related field.SPECIAL CERTIFICATION AND LICENSES: Valid Texas Drivers License. This position requires a HOME Certified Specialist Regulations certification through the US Department of housing and Urban Development's HOME Training Program. The incumbent will be required to secure this certification within the first year of employment if they are not certified at the time of hire.EXPERIENCE REQUIREMENTS: Requires a minimum of three (3) years related experience governmental related work, i.e., non-profit organization, etc.
