The purpose of this classification is to perform complex and advanced technical and administrative tasks in managing an assigned housing program caseload. Assists clients in the application process and conducts detailed interviews to obtain information and prevent program abuse. Interprets and explains regulations. Performs inspections of housing units, including new contract inspections, analysis and negotiates contract rents, conducts initial certification and interim and annual recertifications and calculates tenant rent.
Education: Associate’s degree or any combination of experience and training that would likely provide the required knowledge and abilities for this classification. Such experience and training would be equivalent to an Associate’s degree in Social or Behavioral Sciences, Public or Business Administration or related field. Experience used to satisfy the education requirement must be in addition to any other experience required for this position.
Experience: A minimum of three years increasingly responsible administrative experience working with assisted housing programs; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.
License: Must have possession of or the ability to immediately obtain and retain a valid California Driver License and a driving record acceptable to the Authority.
ESSENTIAL JOB FUNCTIONS: The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
• Performs complex and advanced technical and administrative tasks in managing an assigned housing program caseload.
• Provides explanations regarding housing programs to tenants and owners; ensures forms are completed accurately; enters and retrieves data using a computer.
• May participate in the process of investigating potential housing fraud cases; receives and evaluates fraud related complaints; gathers and evaluates related evidence; communicates with the clients involved; conducts interviews with clients and related individuals to gather and provide information; determines if fraud was committed and recommends termination or other actions.
• Schedules and conducts a variety of inspections including new contract, annual and other related inspections; determines compliance with Housing Quality Standards; conducts re-inspections as necessary.
• Contacts owners concerning housing issues; notifies tenant of their related rights and responsibilities.
• Conducts initial certification and voucher issuance; re-certifications; prepares and processes required forms; ensures accuracy of tenant information; updates records with new information.
• Conducts rent surveys of assigned area; determines reasonable rents; negotiates rents and leases; analyzes and determines rent adjustments.
• Performs a variety of research in the handling of caseloads; researches files and case history documents; including calculating appropriate rents and reimbursing clients as necessary.
• Ensures compliance with all applicable rules, regulations, standards, policies and procedures; initiates any actions necessary to correct deviations.
• Assesses tenant’s eligibility to move based on occupancy standards.
• Analyzes documents and information received; researches cases; determines violations; counsels tenant or recommend termination.
• Prepares cases; testifies at administrative hearings and in court.
• Conducts briefings of applicants.
• Applies fair housing requirements and assesses and makes recommendation on reasonable accommodation requests.
KNOWLEDGE AND SKILLS:
• Provides assistance and serves as a back up to other employees of the department as needed.

• Rules and regulations governing assisted housing programs.
• Negotiation techniques and principles.
• Must be able to operate a computer, be proficient in Microsoft programs including but not limited to Excel, Outlook and Word and must be able to learn other software programs required by the Agency and/or department.
• Must have a sound knowledge and ability in business correspondence and an ability to proofread for grammar, spelling and punctuation with a high degree of accuracy.
• May provide bilingual/bi-literate services.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station. Operate assigned equipment and drive a vehicle.
Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions; inspection work may present exposure to such environmental conditions as dirt, dust, pollen, odors, wetness, humidity, rain, electric currents, traffic hazards, violence or disease.
