The Human Resources Department offers a challenging opportunity performing a variety of professional technical and analytical duties and responsibilities. Assignments may include employee/labor relations, equal employment opportunities (EEOC), recruitment, classification & compensation, or benefits. The successful candidate is a person who will:
Interpret bargaining unit memoranda of understanding, personnel policies and procedures; respond to requests for information and assistance from employees, management, outside agencies and the public.
Provide assistance with employee relations issues; consult with managers and employees regarding the interpretation of personnel practices, policies, and procedures including related laws and regulations.
Assist in employer-employee labor negotiations with various bargaining units.
Attend and participate in pre-disciplinary meetings, grievance hearings, and arbitrations.
Investigate employee's Equal Employment Opportunity (EEO) complaints; prepare reports; collaborate with legal counsel and department management.
Receive inquiries from Equal Employment Opportunity Commission (EEOC) and Department of Fair Employment and Housing (DFEH) regarding complaints filed with those agencies; coordinate the response process with the City Attorney's Office and affected departments.
Research, analyze and participate in the maintenance of the City’s classification and compensation plans; conduct job classification analyses; develop classification recommendations and reports; develop or revise class specifications.
Analyze, audit and make recommendations for compensation administration; recommend salary range placements and procedures; respond to salary and benefit surveys.
Conduct salary summaries and labor market analysis.
Plan and coordinate recruitment and selection activities with City departments; compose job bulletins; facilitate advertising activities; and administer selection testing and interviewing procedures.
Assist in benefits administration that provides for employee health, dental, life, pension and disability benefits.
Conduct audits as assigned.
Perform related duties and responsibilities as required.

Two years of increasingly responsible professional human resources administration experience supplemented by a Bachelor’s degree from an accredited college or university with major course work in human resources, public administration, business administration, or a related field.
Knowledge of operations, services, and activities of a human resources program; principles and practices of human resources administration including recruitment and selection, benefits administration, employer-employee relations, classification and compensation administration, and related functions; principles and methods of statistical measurement; resources to sustain current understanding of modern trends and legal issues in the field of human resource management; methods and techniques of research and analysis of personnel administrative and statistical data; principles of city government organization, functions, and management; basic labor relations, negotiation processes and employment law; basic principles and procedures of record keeping; business letter writing and report preparation; principles and practices of customer service; office procedures, methods, and equipment including computers and applicable software applications; pertinent federal, state, and local laws, codes, and regulations.
Ability to perform professional, technical and analytical personnel work; make independent decisions; understand the City personnel programs and policies and interpret them to employees and the general public; collect, compile, and analyze information and data; understand and analyze statistical information; make complete and accurate analyses, reports, and recommendations in a variety of personnel areas; understand and assess needs and strengths of others; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear, concise, oral and written reports both narrative and statistical; formulate and conduct presentations to employees, supervisors, and department managers; understand the organization and operation of the City and outside agencies as related to the personnel function; effectively use job advertising sources, methods, and techniques; conduct advanced job analysis and classification analysis; respond to personnel related requests and inquiries from City employees and the general public; conduct job audits; write clear, concise and accurate job descriptions; plan and organize work to meet changing priorities and deadlines; operate office equipment including computers and supporting word processing, spreadsheet, and database applications.
Ability to respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.
