Job Description

Human Resources Generalist/Recruiter

The Human Resources Generalist/Recruiter will partner with hiring managers to anticipate and meet the evolving needs of the organization to find and deliver the best talent in the market. This position will nurture relationships with prospective talent, develop candidate pipelines, research, assess and identify new and innovative strategies and tools for recruiting great talent and manage business relationships with internal clients.

Essential Duties and Responsibilities:
D evelop, manage and execute an optimal staffing model for all Corporate and Property Site hires. Work with hiring managers to determine the staffing needs of the company;

Determine the best method of recruiting for and posting open positions; identify candidates, screen and select candidates, schedule interviews, negotiate job offers, conduct background and drug checks with a special focus on quality of hire and the time it takes to fill open positions;

Determine and develop recruitment strategies to achieve required staffing levels, including the development of full needs assessments and specific recruiting plans with hiring managers for open positions;

Directly works with hiring managers in the creation/modification of written job descriptions;

Develop and execute strategies for utilizing social and professional networking sites to identify and source candidates, including passive candidates, to develop a talent pipeline;

Screens resumes and job applications and determines which candidates to schedule for interview. Conduct the initial interviews for each open position and determine the final top candidates to present to the hiring manager for consideration and interview; facilitate feedback from hiring managers and other interviewers after each interview;

Manage the offer/negotiation process, working with the hiring manager and the candidate, and prepare internal and external offer of employment letters;

Network through industry contacts, association memberships, trade groups and employees to maintain a high visibility for USA Properties Fund and all USA Companies as a prospective employer.

Direct the efforts of employment agencies and search firms, when needed, including negotiating and controlling employment-related fees; reconcile and submit weekly invoices to A/P for timely payment and proper cost center allocation;

Develop, coordinate and implement college recruiting initiatives. Develop and maintain professional relationships with college, university and community college placement offices as a source to generate qualified applicants;

Attend job/career fairs with appropriate staff as a source to generate qualified applicants.

Manage the Taleo Applicant Tracking Program;

Provide weekly reporting and recruiting status to Senior Management Team; research, analyze, prepare and present hiring statistics including retention and turnover;

Improve and maintain internal transfer application processes and employee referral programs;

Evaluate pre-hire assessment methods and work with vendors and hiring managers to obtain the best indicator of future performance;

Develop and manage Exit Interview Processes to capture feedback from departing employees;

Travel as needed to Community Site locations and Southern California Office to assist with acquisition of properties, interviews, training and general recruiting needs;

Develop and conduct training programs for hiring managers designed to improve recruiting and hiring efficiencies, including interviewing techniques, to reduce turnover;

Manage special projects regarding recruiting strategies and on-boarding initiatives;

Maintain consistent, non-discriminatory hiring practices that operate within USA policy and federal and state laws;

Other HR-related duties as assigned by the Director of Human Resources;

Required Knowledge, Skills and Abilities:
Experience with recruiting, including ability to recruit non-exempt, exempt and mamagerial levels; Real Estate development or Property Management recruiting experience desirable;

Proven candidate sourcing and relationship building skills;

General knowledge of various employment laws and practices;

Excellent interpersonal and coaching skills;

Ability to work with various departments and foster teamwork;

Ability to work independently with minimal supervision;

Ability to maintain the highly confidential nature of human resources work;

Ability to travel for recruitment meetings, college visits and career fairs and maintain a flexible work schedule;

Excellent organizational skills;

Excellent computer skills in a Microsoft Windows Environment;

A Bachelor’s Degree in Business, Human Resources or related degree and 3 to 5 years Human Resources Experience;

Minimum 3 years experience in full cycle recruiting, preferably in a corporate environment;

Professional in Human Resources (PHR) Certification is preferred;
