DESCRIPTION OF ESSENTIAL FUNCTIONS

All NorthWestern

Supports
efforts to increase organizational effectiveness by demonstrating effective

coaching and leadership behaviors:
§
Implements
organization development activities and programs as assigned

§
Performs
all duties in a manner that builds credibility for both the overall
organization and for Human Resources

§
Encourages
clients and employees to embrace HR and other organizational processes,
programs and policies including changes to same

§
Supports
administration of annual performance appraisal process

§
Partners
with employees and management to communicate various Human Resources policies,
procedures, laws, standards and government regulations

§
Encourages
and assists hiring managers in enrolling new employees in orientation program

Supports
recruitment and hiring activities to ensure efficient process and successful

new hires:
§
Prepares
and revises job descriptions as necessary consistent with established job
description methods

§
Trains
and supports clients in utilizing requisition and relocation workflows

§
Coordinates
with Compensation department to identify an appropriate pay range for open
positions

§
Leads
collaboration with client to create and implement an effective recruitment
strategy including good faith outreach efforts to attract qualified candidates
representing diverse backgrounds

§
Screens
applicants on paper or by telephone to narrow applicant pool to best-qualified
candidates to help ensure efficiency in hiring process

§
Attends
and leads interviews in person or by telephone utilizing established process or
ensures client meets criteria in guidelines for client-led interview process

§
Ensures
interview and selection activities are carried out in accordance with
established processes and in compliance with all applicable laws and
regulations

§
Creates
employment offer letters outlining employment offer terms in accordance with
established practice and supports client in extending offers of employment

§
Ensures
unsuccessful candidates receive turn down notice

§
Assembles
complete hiring file and forwards to Records Management Department for storage

Supports

effective resolution of employee relations issues:
§
Responds
to employee relations issues occurring within assigned client area or as assigned

§
Coordinates
with Legal, Client, Labor Relations, and Safety as appropriate in responding to
employee relations issues

§
Conducts
investigations as necessary to determine appropriate course of action

§
Identifies
and suggests specific and systemic solutions to address employee relations
issues such as policy, process or training as appropriate

Coordinates
employment separation activities in accordance with established practices:

§
Collaborates
with Legal department as necessary

§
May
conduct exit interviews utilizing established practice

Responds
to unemployment claims occurring with assigned in client area

·
Participates
in the formulation and implementation of long-term recruitment activities
supporting the overall organization

·
Supports
special HR projects as assigned

·
Actively
identifies, recommends and implements process improvements to increase the
efficiency and effectiveness of assigned work

·
Ensures
all HR process paperwork is completed correctly and in a timely manner

·
Responds
to questions regarding Human Resources policies and programs, escalating to the
next level of management or redirecting to benefits department as appropriate

·
Maintains
current knowledge of employment law and internal policies and process changes

·
Ensures
compliance with all Human Resources controls

·
Works
to keep others informed, to manage expectations of others’ according to
established processes, and to meet commitments and deadlines

·
Maintains
and coordinates employee recognition programs as assigned

·
Performs
all other duties as assigned

GENERAL QUALIFICATIONS

·
Minimum 5 years Human Resources
Generalist experience required.

·
Bachelor’s degree in Human Resources
or related field preferred.

·
PHR or equivalent experience with
employment law preferred.

·
Ability to objectively coach employees
and management through complex issues.

·
Ability to apply critical thinking to
issues to identify feasible and effective solutions that are consistent with
direction, standards, practices, policies, procedures, regulations and or law.

·
Ability to organize and prioritize
work to meet established deadlines.

·
Intermediate to advanced skill in
utilizing word processing, spreadsheet, email, calendar and database computer
applications to efficiently conduct assigned duties.

·
Must
be able to demonstrate a good safety record

·
Must
possess strong interpersonal communication skills

SELECTION PROCESS

When considering applicants for this
position, the selection process will take into consideration the needs of
