Fraser, Ltd., by charter is the oldest human service agency in North Dakota established in 1893. Fraser, Ltd provides assistance to children, youth, and adults on their life's journey towards independence. We are seeking caring, responsible, and compassionate individuals to join our team of over 200 professionals. We provide services in 3 areas; Children’s Services, Transitional Youth Services, and Adult Residential Disability Services. Children’s Services provides a safe, healthy, and inclusive environment in which children with special needs and children typically developing learn and grow together. Transitional Youth Services provides shelter, basic needs, life skills education and advocacy services for disenfranchised youth by supporting independent thought and empowering self-directed action for individuals ages 16-26. Adult Residential Disability Services promotes education, advocacy, and active treatment for people with intellectual disabilities by providing supportive services in a residential environment.
HR Manager - Qualifications:
Four-year degree in human resources or business-related field or its equivalent. 3-5 years experience as HR generalist required. Strong oral and written communication skills are essential with the ability to implement goals and objectives required by the HR profession. PHR Required. SPHR Preferred
HR Manager - Tentative Responsibilities: (Final duties reviewed with final candidate)
Develop internal and external job positions managing the recruiting process all employees within the agency.
Manage incoming application collection process, application distribution, and application data.
Conduct phone screening, reference checks, and interview process as required.
Assist as with the interview process, approve interview questions, and oversee legal interview process for all positions.
Manage and onboard new employees as per agency policies and procedures.
Complete all required state and federal HR documentation for final approval and agency submission.
Review all HR documentation letter templates including; offers, promotions, transfers, terminations, and rejections.
Approve HR documentation in coordination with Directors including job descriptions, performance improvement plans,
and personnel forms.
Process unemployment claims through ND Job Service and accident reporting through Workforce Safety and Insurance.
Manage the background check and drug testing of all employees following agency policy.
Post and update all required local, state, and federal employment postings.
Manage, monitor and update agency policies and procedures to protect the organization from unwanted liability.
Manage agency terminations through appropriate control measure to ensure lawful terminations.
Oversee agency training programs in the development of a qualified and competent workforce.
Ensure training duties and responsibilities of the position are completed.
Develop and facilitate training as needed to positively impact HR metrics outlined in the operational report.
