The primary
responsibilities for this position include, but are not limited to :
Develop and manage the
administration of Human Resources policies, programs and practices
to meet the needs of HM.Clause, and specifically the Modesto Hub.
Develop and administer
an effective recruitment program, in coordination with the hiring
managers; to include job advertising, selection and use of
recruiting resources, interviewing, candidate selection and
recordkeeping.
Develop and implement
training and development initiatives to address current capabilities
and future training needs, including on-the-job operational
training, department special training, management development, new
hire orientation and on boarding.
Develop and administer
Performance Management systems.
Provide guidance to
line management on effective Recruitment & Selection.
Respond to inquiries
regarding policies, procedures, and programs, seeking prompt
resolution.
Direct a process of
organizational development that addresses issues such as
reorganization and succession planning, workforce development, key
employee retention, organization design, workflow efficiency and
change management.
Develop strong working
relationships with executives, management and staff; providing
advice, guidance, and coaching as needed.
Occasional travel
within the United States, as well as abroad, required.
Qualifications :
Minimum Bachelor’s
Degree in Human Resources, Business or related field; MBA preferred
Minimum 4 - 6 years
progressive Human Resources experience, with 2+ years at manager
level
Must be proficient in
English; proficiency in Spanish or French a plus.

Strong proficiency in
Microsoft Word, Outlook, Microsoft Excel and PowerPoint Previous
experience with HR systems a plus.
Comprehensive
knowledge and understanding of federal and state employment laws and
HR best practices.
Strong generalist
background with broad knowledge of recruiting, organizational
management, employee relations, training and development, and
safety.
