ABOUT THE DEPARTMENT
The Department of Executive Services (DES) provides nearly all internal services to King County government and a variety of public services to residents and public municipalities. DES has almost 1,000 employees, located in a variety of workplaces throughout King County. The County’s Chief Administrative Officer (CAO) also serves as the Director of the Department of Executive Services. DES has been on the forefront of the government’s continuous process improvement efforts to transform its business systems, as well as increasing partnerships with public and private entities to deliver innovative, effective public service. ABOUT THE POSITION The Human Resources Manager is a strategic advisor and partner for the department, and serves as a member of its leadership team . This position provides innovative , collaborative and strategic leadership in the delivery of human resources (HR) services within Executive Services. This leadership is needed to transition the workforce from meeting today’s demands to being prepared for the evolving needs of the future. This position’s focus is on the organization’s health and ensuring systems are in place to attract, retain and engage employees while providing a model of sound people leadership practices. The Human Resources Manager reports both to the Deputy Director of the Department and to the Human Resources Director for the county, and is a member of the countywide HR Cabinet . This reporting structure ensures consistent delivery of HR policies and practices across the county, while supporting the unique and varied needs of each department’s line of business. KEY DELIVERABLES AND EXPECTATIONS
Shape and implement systems for recruiting, developing, and retaining a high-quality, diverse workforce that is prepared for the evolving business needs of the future
Promote an organizational culture that is focused on a shared mission, fosters continuous improvement (Lean), and embraces equity and social justice for employees and the community
Guide the development of the HR team to meet the HR needs of the divisions and department
Model best practices with employees and manage high quality HR Service Delivery
Support the HR Director for King County government in leading efforts to make quality improvements to the delivery of human resources THE IDEAL CANDIDATE
The most competitive candidates will have a Bachelor’s Degree in Business Administration, Public Administration, Human Resources or related field and at least five years’ progressively , responsible HR experience , or any combination of education and experience that clearly demonstrates the ability to perform all the key deliverables and expectations of the position. The candidate will have demonstrated ability to:
Build and lead effective teams
Coach and develop direct reports, and coach managers to do the same
Manage through systems, and using continuous improvement tools and techniques to improve those systems
Communicate complex HR ideas effectively in multiple settings with a diverse audience
