The Oregon Department of Justice is seeking an experienced strategic thinker, innovative leader, and people minded administrator to serve as the Human Resources Manager.
The successful candidate will have a proven history of leadership that demonstrates integrity, approachability and a strong commitment to inclusiveness. Expertise at forging alliances across divisions with diverse needs and with managers, employees and labor unions is essential.
The Human Resources Section operates within the Administrative Services Division and is a department-wide program serving approximately 1,300 employees statewide. The primary purpose of this position is to lead and manage the Human Resources Section by guiding the organizational development of the agency, establishing program goals and objectives, developing and implementing strategies, training, policies and systems to achieve the Department's mission through more effective talent management and workforce care, including the selection, development and retention of employees.
Areas managed include: affirmative action, recruitment, classification, employee and labor relations, employee training and development, safety, risk management and payroll.
Four years of management experience in a public or private organization which included responsibility for each of the following: a) development of program rules and policies; b) development of long- and short-range goals and plans; c) program evaluation; and d) budget preparation.
Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.
Desired Attributes Juris Doctorate (J.D.) A broad knowledge of best practices and principles of human resource management and the skills necessary to apply HR services in an organization experience continual change.
Successful leadership and management of HR programs, including a management style that encourages open communication, participation and trust.
Demonstrated ability to manage organizational change and conflict.
A proven track record in serving and working effectively with internal and external organizations, staff and labor organizations.
An ability to develop a cooperative and productive team focused on customer service and outcomes.
An understanding of the importance and value of diversity and multiculturalism in the workplace.
Success in marketing and recruitment of a diverse work force.
Effective problem solving skills combined with a directness of communication. Strong oral and written communication skills.
