You will be subject to a background/suitability investigation. DUTIES:
This position is located in the Human Resources Management Service (HRMS) at the VA Ambulatory Care Center in Columbus, Ohio. As a Human Resources Specialist (Information Systems), you will be responsible for support of Human Resources information databases, systems and reporting, and providing program and database management support to the organization that includes designing, supporting, developing, integrating, and maintaining all HRMS databases. Duties of the position include, but are not limited to, the following:
Develops new programs, databases and reports;
Develops, collects, compiles, analyzes and presents data;
Uses a variety of automated web-based software to include QI Macros, Publishers, Blackboard, MS Excel, MS Access, Oracle and business intelligence software;
Performs system data inquiries to extract management data from existing files;
Develops appropriate automated resources ensuring accessibility of data to all staff;
Maintains automated system of program-specific data to prepare reports and analyses of data, trouble-shoot internal control and quality management issues;
Translates Human Resources business practices and requirements into information systems requirements.
Work Schedule : Full-Time, Monday through Friday, 8:00am to 4:30pm

To apply for this position, you must meet the following requirements:
Candidates must have one year of specialized experience equivalent to the next lower level in Federal service. Specialized experience is defined as experience that has provided you with the particular knowledge, skills and abilities to perform successfully the duties of a Human Resources Specialist (Information Systems). Specialized experience includes utilizing databases, programming tools, and retrieval languages associated with information systems to retrieve human resources data from multiple sources and report on findings; conducting information systems needs assessments, recommending solutions to information systems problems, and implementing improvements and enhancements; making recommendations on changes or modifications of processes and programs in order to increase quality and efficiencies in systems and products; designing, developing, testing, integrating, implementing and maintaining systems improvements and or enhancements.
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (COPY OF TRANSCRIPT REQUIRED):
Successful completion of at least 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that demonstrates the knowledge, skills, and abilities necessary to do the work of the position may be used as a substitution for experience to qualify.
COMBINING EDUCATION AND EXPERIENCE (COPY OF TRANSCRIPT REQUIRED):
Combinations of successfully completed graduate education and experience as described above may be used to meet total qualification requirements.
You will be rated on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs) as part of the assessment questionnaire for this position:
Skill in data collection, database maintenance, and reporting.
Skill in performing Human Resources support.
Ability to conduct special projects and training.
Skill in providing customer service. PHYSICAL REQUIREMENTS: The work of this position is primarily sedentary in nature although some slight physical effort may be required; no special physical exertion is required. The work is primarily performed while sitting and can involve sitting for long periods of time, and involves some periods of walking and standing. The regular and recurring work involves sitting at a desk, conferences, meetings, etc.., and occasional visits to other work sites. Occasional use of automobile and public conveyances may be required, and may require occasional travel, particularly between the Lake City and Gainesville Divisions.

Applicants will be ranked based on four quality groups, as follows:
Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
