DESCRIPTION

Provides assistance in carrying out the functions of the Human Resources Department under the guidance of the Manager of Human Resources. Explains human resources policies and procedures, fringe benefits and administers benefits programs to employees. Performs a variety of departmental administrative duties.

DUTIES

1. Acts as an information source on selected established personnel policies and procedures.2. Explains fringe benefits and responds to inquiries.3. Ensures the correct processing of claim forms.4. Assures that Human Resources Department's records and filing system are maintained and that employee records regarding insurance coverage, retirement and personnel transactions, e.g., hiring, training, promotions, evaluations, transfers, discipline and terminations are properly maintained.5. Reviews and screens applications for the purpose of filling departmental vacancies.6. Monitors compliance with Staff Training Plan.7. Prepares payroll for transmittal to the Finance Department. Inputs payroll data, e.g., changes, new hires, terminations, and transfer information to the center's payroll/human resources information.8. Maintains a cross-referenced filing system for records and other materials in the Human Resources Department.9. Assures that all required employee certifications and licensing are current (e.g., I-9 forms). Human Resources Specialist (Page 2)10. Performs management duties in the absence of the Manager of Human Resources.11. Schedules center training and provide new hire training as the need arises.12. QUALIFICATIONS

Associate's Degree in Secretarial Science, Business, or a related area. Two years in responsible work directly related to the essential functions of the position.Substitution: Above the high school level one year of college education may be substituted for two years of Job Corps experience and vice versa. 1.
