Under the direction of the Human Resources Director, responsible for the administration and management of human resources activities primarily focused on worker compensation, leave of absence, and health and welfare benefits. Acts as a secondary administrator and assists the Human Resources counterpart in the management of the Corporation's Human Resources Information System (HRIS). Possesses and applies knowledge of principles, concepts, practices and procedures of benefits and workers compensation. Consults with and advises employees on eligibility, provisions and other matters related to benefits. Monitors human resources information on a continual basis and updates or designs systems and/or reports to meet the changing requirements of the Corporation.

Essential Duties & Responsibilities :
Conducts benefit orientation for new hires and processes enrollments for newly eligible employees and qualifying events. Enrolling employees in benefit plans with insurance carriers and HRIS.

Coordinates annual open enrollment by working closely with insurance broker to prepare communications, organize meetings and materials, and input enrollment changes into HRIS.

Responsible for the administration and reconciliation of monthly billing for all insurance plans (e.g. medical, dental, etc.) prior to submission to Accounting for payment.

Assists employees with benefit related questions such as eligibility, interpretations of provisions, and other related matters.

Maintains vendor contact to investigate discrepancies, resolve escalated issues, and provide information in non-routine situations, working directly with the insurance provider and/or broker.

At the direction of the HR Director and/or executive staff may evaluate and compare existing employee benefits with those of other employers by analyzing other plans, surveys and other sources of information. Analyzes results of comparisons and surveys and develops specific recommendations for review by management.

Maintains employee benefit files and other record keeping related to enrollments, qualifying events, terminations, etc..

Processes enrollments for deferred compensation retirement savings plans (457 & 403(b)) and acts as liaison for employees and plan administrators.

Administers the leave of absence program, including those qualified through FMLA and/or CFRA and personal leaves of absence. Ensuring compliance, timely communication, and coordination of benefits.

Participates in the investigation of workplace incidents, coordinates medical care for all non-emergency situations, and processes insurance claims on behalf of the injured or ill employee.

Oversees the administration of the Corporation’s workers compensation program, including working with the insurance carriers and medical providers to control costs, cut down on lost time, and minimize injury claims while ensuring employee’s injuries and illnesses are being properly cared for.

Creates and maintains all workers compensation reports including Injury & Illness Reports, Open Claims Reports and other reports requested by the Human Resources Director or Corporation Management.

Compiles and submits accident reports, evidence, or materials for the San Diego Convention Center Corporation as required by regulatory agencies or for use in hearings, law suits, and insurance investigations.

Assists the Human Resources Specialist counterpart in maintaining the HRIS including HR/Payroll, time and attendance, performance management, and eRecruiting and, at times, may acts as primary system administrator.

Assists the Human Resources Specialist counterpart in maintaining HRIS records including but not limited to training records, compensation records, performance evaluation dates, benefit records, time and attendance, etc. Inputs, updates and maintains Human Resources related information for bi-weekly payroll, to include: entering changes, verifying input, transmission to payroll, generating reports and troubleshooting problems.

Assists the Human Resources Specialist partner in identifying and resolving issues related to the HRIS, as necessary.

Assists the Human Resources Specialist counterpart to research, design and maintain system reports in support of human resources administration projects and as requested by other departments.

Assists the Human Resources Specialist in training staff on the Human Resources Information System and assist with the interpretation of information.

Creates and provides personnel reports as requested.

May provide and participate in salary surveys to determine organization's market relationship and reports findings as directed by or to the Human Resources Director.

Provides back-up to the Human Resources staff as directed to meet recruitment and placement needs, reference checks, investigate employee relation issues, conduct employee counseling sessions, separations, exit interviews, etc.

Education :
Bachelor's degree (B. A.) from four-year college or university in Industrial Relations, Human Resources, Business Administration, Public Administration or related field; and three years related experience; or equivalent combination of education and experience.

Other Skills & Abilities :
Strong understanding of benefit laws and regulation, including ERISA, HIPAA, FMLA, ADA, Workers Compensation; knowledge of employee benefit programs.

Prior experience utilizing human resources information systems, such as Ultimate, ADP, Lawson, ABRA, etc.

WCCA Certification and/or PHR Certification helpful.

Bi-lingual English/Spanish or English/Tagalog helpful, but not required.

Salary Range: $50,169 - $62,712
