Manages the information technology group. Implements and maintains policies and goals that support the Departments IT needs. Ensures proper functioning of the information processing system and oversees necessary upgrades. Assists business operations groups utilize information systems to improve their efficiency. Ensures computer equipment, hardware, and software are updated to meet organizational needs. Requires a bachelor degree and at least 5 years of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. Leads and directs the work of others. A wide degree of creativity and latitude is expected.

Duties and Responsibilities:

Develop and manage standards and best practices:

Establishes security standards and methods and assigns security monitoring to subordinates

Develops and documents policies and procedures related to functional areas

Participates in disaster recovery and contingency planning with associate managers

Establishes operating systems standards, methods, conventions and procedures

Provides input and actively participates in the development and maintenance of strategic plans

Implement and manage resources:

Hardware and software

Plans and directs the installation and configuration of new computer hardware and the relocation of existing equipment to improve present and future system utilization

Make recommendations on new equipment and software packages

Monitors and evaluates the performance and security of hardware and software components for operating systems

Plans and coordinates hardware configurations to agree with systems software and applications software

Supervises the installation and cabling of equipment

Directs the installation, testing, modification and maintenance of operating systems that drive and control the computer and peripheral equipment

Directs the installation and maintenance of various compatible sub-system software packages

Directs the testing and monitoring of new software packages and operating systems to determine if they are operating properly after installation
May design compatible operating system software packages

Makes adjustments to operating systems to accommodate new programs

Directs installation of fixes, modifications and enhancements to operating systems

Plans for changing requirements for operations resources

Systems/ Services and Programs/ Projects

Estimates resource requirements and costs for maintaining production services

Directs the scheduling and control of systems security and user access levels within the systems network

Makes adjustments to staff and user access schedules

Supervises monitoring of systems utilization by the various users and the preparation of a systems utilization table of space and time usages, and reviews system usage capacity

Reviews and approves systems design of production procedures

Evaluates the performance of production resources and prepares reports of results to management

Analyzes production trends, reviews new applications under development and projects impact of production resources

Approves and manages the necessary resources for the completion of projects and tasks by assigned staff

Monitors the progress and direction of assigned tasks and makes corrections as needed

Defines the services provided by the area or department

Provides assistance and solutions in response to customer needs

Develops projects to meet the objectives defined by DBHIDS Executive Management

Supervises systems troubleshooting, diagnoses, and resolves systems problems and malfunctions

Develops presentations on current and future plans or services

Human Resources

Directs subordinate systems analysts to meet with programmer analysts to determine the compatibility and impact of newly developed applications and programs with existing operating systems

Directs technical staff in the proper and efficient employment of utilities, programming requirements, and system and data security measures

Devises techniques for improving productivity of personnel and equipment resources

Plans and directs the training and development of operations personnel in new techniques and equipment

Works with staff to determine resources needed to accomplish assigned tasks and to resolve related problems

Determines staffing needs

Assigns tasks to staff

Determines training needs and provides training opportunities for staff

Additional Related Duties:

Manage Vendor /OIT/RIM relationships

Confers with technical support and vendors to establish procedures to allow proper functioning of entire system after reconfiguration

Directs the coordination of system installation and maintenance efforts with computer systems of other departments for effective system interfacing

Makes product and vendor recommendations

Directs and participates in the evaluation of vendor supplied software and hardware


Insures that adequate inventories of materials and supplies are on hand and are used economically

Provides input on the development and management of the budgeting process and allocation of resources

Determines future operational needs

Performs other related duties as assigned

Skills Required:
Four years (48 mos.) of experience commensurate with job duties to be performed and required knowledge and skills required as outlined in position description. Two years (24 mos.) total work experience in Information Technology as a Project Lead, Project Manager or Supervisor. Ability to prioritize tasks Ability to speak and write effectively. Must be self-motivated and success oriented.
