Every day, our Information Technology Specialist (Information Security) (Government Watch Officer) provides direction and guidance pertaining to Information Security Incidents and ensures effective and continuous network monitoring is conducted at all times. This position of INFORMATION TECHNOLOGY SPECIALIST (INFORMATION SECURITY) (GOVERNMENT WATCH OFFICER) starts at a salary of $96,690.00(GS-14 step 1) to $125,695.00 (GS-14 step 10). This announcement is issued under the Direct Hire Authority to recruit for positions for which the Department of Homeland Security, U.S. Citizenship and Immigration Services, Office of the Chief Information Officer has a critical hiring need.

As an IT Specialist (Information Security) (Government Watch Officer) , the Government Watch Officer (GWO) is essential personnel and should be available 24 hours a day, 7 days a week, and 365 days a year. GWO can expect to be called on at any time of any day when urgent assistance is needed. Your duties will include:

Communicating with internal business owners, Incident Handlers, Subject Matter Experts, other Department of Homeland Security component Security Operations Centers (SOC) and at times external government agencies. Discern when and to whom information will be shared.

Ensuring the Security Tools Operations and Maintenance (STOAM) team maintains all security equipment the Government or Contractor analysts use to monitor enterprise activity. It is vital that all security tools be operational and functioning properly.

Receiving information and subsequently disperse this information to the proper parties. This information can be communicated by phone, by e-mail, in meetings or other ways.

Ensuring notification and escalation processes are properly routed to those principals who need to know about it.

Ensuring all SOC communications succinctly detail the activities of all analysts during the shift.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:

Coordinating the implementation of Information Technology security programs in a Security Operations Center.

Establishing Information security vulnerability reporting criteria.

Evaluating Information Technology security incident response policies.

Identifying the need for Information Technology security changes based on new technologies or threats.

Instituting measures to ensure Information Technology security awareness/compliance.

Educational Substitution: There is no educational substitution at this grade level.

Probationary Period: You may be required to serve a probationary period of 1 year.

You will be required to be on call 24 hours, 7 days a week, 365 days per year.

Some travel is required.
