This position is located in the Naval Facitiles Engineeirng Command, Mid-Atlantic (NAVFAC MIDLANT). The incumbent serving in this position may be assigned to a similar position at any site or workstation within NAVFAC MIDLANTS area of responsibility as a condition of employment.
GS-11: $57,408 - $74,628
GS-12: $68,809 - $89,450

This is a DAWIA Level II position.
The duties and responsibilities at the GS-11 level are essentially the same as those at the full performance level except the incumbent is under closer supervision and receives more detailed instructions. This position has known promotion potential to GS-12.
- Provide a range of interior design services to activities and tenants serviced by NAVFAC MIDLANT.
- Independently handle interior design projects and assist clients in the procurement of collateral equipment for minor work projects, specific projects, special projects and military construction (MILCON) projects for the entire region.
- Review architectural drawings and advise of changes to meet the projects functional objectives.
- Recommend approval, disapproval, substitution or correction for color, pattern, texture and/or design on specified materials and shop drawings submitted for approval.
- Formulate generic furniture requirements based on 35% design stage collateral equipment lists and activity interviews.
SELECTIVE PLACEMENT FACTOR : This position has a selective placement factor needed in order to qualify. The actual Selective Placement Factor is: A valid state drivers license. Failure to possess this factor WILL result in an ineligible rating. Possession of the factor must be verifiable via your resume .
SPECIALIZED EXPERIENCE FOR GS-11: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:
- Prepare interior designs that meet functional and aesthetic requirements; and produce final working drawings for facilities such as: multi-story office buildings, operational, personal support, industrial type shops and housing
- Develop furniture design including schedules, furniture and material selections, furniture layouts and installation plans.
- Provide construction support to Resident/Regional Officer in Charge of Construction offices after design projects awards.
- Assist client representatives by providing solutions to architectural and interior design problems.
- Review drawings prepared by other in-house designers and private architect-engineer design firms.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE FOR GS-11 : Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Completion of all requirements for a doctoral degree (Ph.D. or equivalent) or 3 full years of progressively higher level graduate education from an accredited university or college in an interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture or interior environmental design or passage of the National Council for Interior Design Qualification examination.
COMBINATION OF EDUCATION AND EXPERIENCE FOR GS-11: Equivalent combinations of education and experience may be combined to meet the total qualification requirements.
SPECIALIZED EXPERIENCE FOR GS-12 : In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position. Specialized experience must demonstrate the following:
QUALITY RANKING FACTOR: This position has a Quality Ranking Factor (QRF). This is a quality ranking factor that could be expected to enhance significantly the performance of the applicant in the position. The actual QRF is a Level II certification in the Facilities Engineering career field. You do not have to possess the factor in order to be rated eligible; however, applicants possessing the factor will receive additional points. Possession of the factor must be verifiable via your resume OR submitting a copy of the certification with you application .
- Develop and formulate the total interior design concept for project from the initial architectural start to completion of color design specifications (in-depth study and analysis).
- Directs efforts towards project goals, monitor firms progress; motivate/stimulate the firms to ensure schedules are met and the work produced is complete, accurate and meet the requirements of the requesting activity.
- Provide technical advice and guidance to client representatives regarding solutions to architectural and interior design problems.
- Develop formal presentations and brochures to illustrate a complete interior design program for review and approval..
- Initiate field trips to project site during scoping, design, construction and product installation.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Applicants should meet the DAWIA Certification requirements for the Contracting Career Field and be certified at Level I at the time of application.
