SAIC has an opening for an IO Analyst in San Antonio, TX. The IO Analyst: Provides functional expertise for developing products in support of JIOWC/J3 mission areas, plans, and operations. Develops and refines current methodologies, refines mission area concepts, studies future concepts, and identifies, collects and evaluates lessons learned in the course of JIOWC/J3 activities. Applies new methodologies to improve specific mission area analysis; researches models and processes to improve project effectiveness; applies innovative ways of presenting uncertainties and risk to planners and decision makers; investigates quantitative and/or non-quantitative approaches and understanding measures of performance/effectiveness; documents research and findings in reports and briefings and constructs presentations of analytic results to senior decision makers as required; supports the development of automated tools that implement chosen techniques; collaborates with various DOD and CCMD planners and experts in the various information and intelligence communities, academia, and research institutes to support CJCS requirements.
The IO Analyst also provides critical IO staff support by executing the JIOWC/J3 mission working towards the goals of the organization consistent with IO plans. Coordinates with other staff officers (or civilian equivalents), to include senior officials of CCMDs, with the development of mission goals and objectives. Monitors and evaluates progress toward meeting goals; makes adjustments in objectives, projects, and plans as required. Supports and coordinates projects aligned with the activities of the IO organization CCMDs support staff, and provides staff with direction and advice regarding policies, procedures, and guidelines. Reviews and assesses IO plans, making recommendations to the Joint Staff.
The IO Analyst coordinates and facilitates relationships with DOD staffs and other organization staff members and conducts periodic, comprehensive IO assessment and evaluations of CCMD IO programs.
Knowledge of a wide range of DOD concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of Assessment concepts, principles, operations, laws, regulations, programs, and practices; knowledge of a wide range of IO concepts, principles, operations, laws, regulations, programs, and practices; and practical knowledge of IO Assessment education, readiness, and budget execution concepts, principles, operations, and practices.
Extensive knowledge of the IO mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies.
Knowledge of concepts, practices, and procedures related to developing, planning, budgeting, and coordinating activities, programs, programming, contracting, and customer interests and needs.
Knowledge of safety, security, personnel management, Military Equal Opportunity (MEO) and EEO regulations, practices, and procedures.
Skill in conducting projects of multiple organizational segments to meet program requirements, goals, and objectives within available resources.
Ability to plan and execute stated staff functions of the organization directly and through supervisors.
Must have a Bachelor’s degree and a minimum of six years relevant experience; additional years of experience may be used in lieu of degree.
