DESCRIPTION OF ROLE: The Manager of Global Technology Services (GTS) has responsibility for providing leadership in technology strategic planning, implementation and management of Society-wide information and communications system solutions and ensures that the organizational needs for delivering value to customers, operations, marketing, and financial information are met in cost effective ways. Provides strategic and tactical leadership for systems development, telecommunications, applied technology and technical services. Provides pro-active leadership in planning, direction and management of the GTS function in order to assure alignment with business direction, development and implementation of cost-effective systems, appropriate IT infrastructure and services to meet current and future Society requirements. The GTS manager provides Society-wide direction in the areas of information processing, handling and retrieval, voice and data communications and guides the day-to-day workgroup activities that enhance product delivery and support the Society’s product delivery and operations. Responsible for ensuring a service organization culture within the IT Group that is responsive to the needs of customer and the requirements of ASQ’s business units

EDUCATION: Requires an undergraduate degree in Information Systems - graduate degree preferred.
EXPERIENCE: Fifteen years of comprehensive IT experience including five years in an IT leadership position with a blend of application and infrastructure experience in a global organization desired. Experience in distributed systems and outsource hosting/managed services. Proven record of managing multiple priorities simultaneously, and meeting deadlines in a complex information technology environment.
LIST OF ESSENTIAL RESPONSIBILITIES:
1.In partnership with the Management Committee and other technology partners, create and update annually a 3-5 year technology vision, strategy, technology priorities, and implementation roadmap that aligns with organizational goals, objectives, and strategies.
2.Establish goals, objectives, and operating business plans for the GTS workgroup and manage the daily operations using well-defined business processes, project plans, metrics, and customer feedback.
3.Direct the design, acquisition, implementation, and maintenance of systems and applications that are needed to meet the strategic and operational needs in the most cost-effective ways.
4.Oversee and manage all aspects of technology project (including web application and functionality development) management from vision, scope, design, development, procurement, implementation, deployment, and project exit processes.
5.Identifies technical competencies, skills, and resource requirements (staff or contract) needed to deliver on agreed to technology priorities and meet day-to-day operational needs in an agile and most cost-effective way.
6.Anticipate IT industry future directions and how they relate to future operations needs and projects; continually share information and insights with the Management Committee and others within the organization.
1.Internal - Supports all facets of the Society including Headquarters, Member Groups, ASQ Global Development, ANAB, and RABQSA. Significant contact and strategic discussions and decisions with the Management Committee; frequent involvement with the Management Group in the planning and deploying of the Society’s business plans. Regular contact with non-management staff related to both the operations and the delivery of product within the organization.
2.External – Significant contact and negotiations involving high cost technologies and long term commitments with suppliers, consultants, contract personnel, and systems providers. Some contact with member leaders throughout the Society.
1.Planning and scheduling. Responsible for the establishment and maintenance of the IT Roadmap, planning and scheduling of technology projects, change management planning relative to technology transitions that affect the entire operations and production of the organization, and workgroup planning and scheduling.
2.Budgeting and forecasting. Responsible for projecting technology costs relative to the IT roadmap, annual capital budgeting, operating budgets, and replacement scheduling of organization-wide technology platforms, applications, a support programs.
3.Responsibility for establishing objectives, policies or standards. Responsible for the establishment, implementation, measurement, and revision of technology systems and program related standards, policies, and practices for all information and communication systems.
4.Impact of decisions. Decisions affect short¬ term and long term productivity, financial performance, customer service and membership administration of the organization and volunteer infrastructure.
SUPERVISORY RESPONSIBILITIES: Directs the activities of workgroup personnel, including professional, technical and support staff.
SUPERVISION RECEIVED: Operates independently with direction received or results evaluated by the Management Committee.
