Responsible for leading the City’s technical infrastructure groups to ensure IT strategy, policies and procedures are implemented for the most effective support of the City’s technology infrastructure. Also responsible for providing leadership for delivery of various server, network, service desk, storage services, as well as radio and telecommunications services.

Essential Job Functions

Serve as one of the City’s key technology advisors. Lead and direct the technical management staff in the operation and maintenance of core IT systems.
Research and provide recommendations to the Managing Director of IT on matters related to the City’s technology infrastructure.
Build and maintain strong, effective working relationships with internal support teams, peers, vendors and customers as it deals with the City’s technical infrastructure. Develop, coordinate and implement the objectives of the department including performance measures and service improvements.
Provide hands-on leadership in the delivery of services such as service desk/desktop, server systems, storage systems, operating systems and core infrastructure software and services.
Manage data and telecommunications networks for efficiency and effectiveness. Oversee maintenance and repair, if necessary.
Evaluate staff performance, assess training needs and develop improvements to workflow.
Oversee the annual operating budget for the Infrastructure division; analyze revenue projections and monitor department expenditures.
Develop and oversee the Disaster Recovery Plan.

Preferred Knowledge - Abilities & Skills

Education/ Experience
Bachelor’s degree in Information Systems, Business or related area
10+ years experience in IT, with an emphasis on technical operations
5 - 7 years in Technical Services, Network Operations or Desktop Support

Knowledge, Skills & Abilities
Intermediate understanding of the basics of radio communications
Extensive knowledge of industry standard IT management frameworks, such as ITIL, and experience with implementing such frameworks within an IT department
Extensive knowledge of the latest Microsoft Windows Server, Exchange Messaging and Active Directory environments
Extensive knowledge of Telecommunications (voice telephony) including product selection, design, deployment and support
Extensive technical knowledge of current network technologies, standards, protocols and hardware
Extensive technical knowledge of Storage Area Networks, server virtualization technologies (VMWare) and application virtualization
Excellent communications skills
Ability to analyze technical problems and develop workable solutions

Licenses & Certifications

 MCSE / MCITP, ITIL v3 and/or CCNA preferred, not required

Minimum Education & Work Experience

 Four-year college degree
 8+ years related experience
 5 years management experience IT management experience, with a focus on infrastructure services leadership and management
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
