IT Programmer Analyst II (4470) (SP# 13-60-04)
RECRUITMENT: OPEN) The State Highway Administration Office of Highway Development - Design Technical Services Division (Baltimore City) is recruiting for an IT Programmer Analyst II position. This position is open to anyone who meets the minimum and selective qualifications* listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy, and may be used to fill future vacancies in this classification in the Office of Highway Development - Design Technical Services Division (Baltimore City). This is a contractual position with the possibility of becoming permanent.

SALARY: Grade 17 ($44,600 - $71,399) CLOSING DATE: January 30, 2013

NATURE OF WORK: Develop and program the tools and methods for updating, maintenance, and reporting for the Bicycle Facilities Performance Measures data for bike lanes, shared use paths, shared lanes, and bike transit facility buffers. Develop and program the tools and methods for updating, maintenance, and reporting for the Pedestrian Facilities Performance Measures for newly constructed sidewalk, reconstructed sidewalk, network gap, and pedestrian transit facility buffers. Maintain and update the NPDES dataset using replication and running PLTS tools in ArcMap. Providing the Bicycle and Pedestrian Performance Measures is a crucial factor for OHD's overall business plan. Flex programmer for the bicycle content theme in the eGIS web mapping application, allowing SHA users to view and query bicycle assets. Manages and updates the ADA dataset. Develop QA/QC measures for ensuring the integrity of the ADA data set. Primary liaison to consultant for the ADA data set. This includes coordinating of ADA data deliveries and providing the consultant with the most up-to-date data. Manages the NPDES dataset and streamline the QA/QC process and the check in/checkout process. Train SHA employees on the use of the eGIS portal. Help the DTSD team support engineers and consultants with display maps and data in the absence of our main support personnel.
EDUCATION: Bachelor's degree from an accredited college or university in Information Technology, Computer Science, Management Information Systems, or other information technology related field.
EXPERIENCE: One year of experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages or other developmental tools.
NOTES: 1. Candidates may substitute completion of high school or a high school equivalency certificate and eighteen months of experience converting data from project specifications by writing program code using generally accepted computer programming languages or other developmental tools for the required education; or candidates that lack high school or equivalency certificate may substitute experience in one of the following areas: operating computers, scheduling, controlling input and output or maintaining backups or data storage, processing data on computers, evaluating, implementing and maintaining hardware and software, on a year-for-year basis for a high school education. 2. Candidates may substitute completion of high school or a high school equivalency certificate and fifteen credit hours from an accredited college or university - in systems analysis and application programming using generally accepted computer programming languages or other developmental tools for the required
- SELECTIVE QUALIFICATION: Six (6) months of the required experience must have involved GIS data development and GIS programming.
