The Department of Behavioral Health and Developmental Services' Office of Information Services and Technology (IS&T) is seeking a highly skilled professional to provide project management oversight and management to technology development and maintenance projects. Duties include coordinating work between business units and IS&T and improving IS&T operational capabilities. This position may also provide leadership in performing systems analysis and architecting software technology solutions for the agency.

Minimum Qualifications
Demonstrated experience in organizing, planning, and managing information technology related projects ranging in size/scope. Knowledge and experience in the associated disciplines of business analysis, software development, quality control, configuration management, technical support, training, and production operations. Knowledge of business process engineering methods. Excellent oral and written communications skills. Demonstrated skills in: meeting facilitation with customers and technical teams; documenting customer requirements, processes, and design and programming specifications; utilizing accepted SDLC models; reading logical data models, databases and programming specifications developed from customer requirements; training; and documentation. Knowledge and experience using multiple project management methodologies such as Waterfall, Iterative, and Agile. Strong attention to detail, with the ability to follow-through. Must be able to operate effectively in a changing environment with multiple priorities. Considerable experience performing systems analysis, architecting technical solutions, and/or managing application development projects. Bachelor's degree in information technology, information systems or computer science or equivalent experience and/or training. Project management certification by the Commonwealth of Virginia or PMP or equivalent is required. Candidates enrolled in formal classes towards achieving such certification may be provisionally assigned a project management role provided close supervision is available and the candidate is within one year of receiving such certification.

Preferred Qualifications
Experience in a Windows, SQL Server and .Net environment is preferred. Understanding of and (experience with) Commonwealth of Virginia project management standards highly desired.
