Development or infrastructure projects are managed and implemented separately from other projects; however, the implementation of each project must be integrated and accommodated within the architectural framework established for that line of business or infrastructure architecture. Further, the goal with each implementation is to enhance the internal and external customer experience and to take advantage of new technology that will reduce information technology development, operation, support, enhancement and maintenance costs while providing a more manageable, agile and adaptable technology platform.
Development and Infrastructure projects will maximize the use of virtualization and make necessary improvements to the IT Infrastructure using other innovative technologies that result in, among other benefits, systems capable of being migrated to a Cloud Computing environment.
Systems Development projects will develop user-centric interfaces for the front end access of all services and applications; developing or integrating with a service layer for all web and business services, business logic, middleware; and, developing a unified data model to include migration of existing data from the current database of record
Support the planning, design, development and implementation of various system development and infrastructure projects.
As projects are executed within the functional areas of OCIO offices, provide dedicated support to OCIO Offices and/or Divisions to handle the associated workload of project assignments.
Assist the assigned Office and/or Division Director interact with management, business owners, technologists, developers and operation teams, and provide Project Management expertise in the resolution of complex technical and non-technical issues with team members.
Document all aspects of the project in accordance with established and documented SDLC, Project Management Guide, financial planning and execution guidelines, supported by a rich and fully-established Project Management support website and scheduling system.
Collaborate with assigned Government Project Management Leads and Government Program Managers in understanding and coordinating the project for which they provide support with other ongoing and related projects; existing systems/infrastructures and other initiatives identified within the agency.
Prepare and present to the assigned Office and/or Division Directors, various project plans, technical designs, plans, and solutions, risk and issue reports, associated mitigation plans, and resource summaries as requested by decision makers and stakeholders associated with the assigned project.
Planning, technical architecture, design and development of complex systems;
Software and system development methodologies such as SCRUM
Hardware, network and other infrastructure technologies as identified;
Cloud solutions including service, delivery and deployment models in commercial, private and public cloud environments;
COTS and open source analysis and selection;
Bridging the business aspects and the technical aspects of delivering complex systems including the ability to productively interact with resistant and/or change adverse stakeholders.
Bachelor’s degree and eight (8) years of general IT experience, with six (6) years of IT project management experience including at least two (2) years managing infrastructure or development projects
Candidate must have an active PMP certification from PMI and have managed projects of a similar dollar amount and complexity level of the project to be managed.
