The PM role provides a unique opportunity for the selected candidate to provide critical oversight and leadership in managing the overall software design and deployment activities supporting Medicaid eligibility and enrollment projects. The PM will focus on ensuring the development of a requirements management framework as well as the overall business and functional requirements themselves. The role requires superb communication, analytical and entrepreneurial skills typical of a strong IT Project Manager. In addition, the ideal candidate will also possess a rigorous attention to detail, a well honed project management skill set rooted in industry best practices and manager dedication to quality project execution and outcomes.

It is expected that the individual has experience in managing large scale enterprise systems design, vendor selection, gap analysis, implementation, deployment and change management processes. He / She must understand the technical aspects of the software development lifecycle and have strong attention to detail to produce and oversee clear documentation. In this position, the PM must:

Understand the business process knowledge of health care and Medicaid eligibility and enrollment

Be able to effectively manage the Request for Proposal process from writing the RFP to evaluation and vendor selection

Manage the actual design, development, and implementation of health care/Medicaid eligibility and enrollment systems

Interface closely with business analysts and systems analysts and manage their efforts

Ensure a smooth handoff of artifacts/deliverables and knowledge transfer to all relevant parties as part of project close-out

Identify changes in policies that may affect deployment activities

Identify changes in technologies that may affect successful deployment of the solution

Required Skills

Strong familiarity with project management disciplines and tools, especially as they relate to IT development/deployment for Enterprise software – MS Project expertise is preferred

Familiarity with regulatory requirements for deploying systems in state government departments preferred

Excellent communication skills, excellent writing skills, as well as problem solving and brainstorming skills

Demonstrated leadership of project teams to successful completion of a project, encouraging collaboration, promoting the flow of information among all participants, and providing clear direction on how to meet project goals

Strong documentation skills required

Required Experience

Education: Bachelor’s Degree Required. IT/IS related Management/Science/Engineering major or a health care background preferred. Masters Degree is a plus.

Work Experience: 10+ years of related experience in consulting/deployment with a leading business or system consulting firm (in a project management position) or an IT management/consulting role in a commercial enterprise software company or a Public Sector Agency

Experience implementing Health and Medicaid Eligibility and Enrollment systems is required

Experience managing large System Integrators as well as Commercial Off the Shelf solutions is a plus

Experience managing procurement related activities such as RFP development and release and vendor selection

Experience implementing major enterprise software solution (CRM, PLM ERP, EDMS, MES, Financial or other payment systems) or consumer solutions (ecommerce, marketplaces, social networks)
