KEY REQUIREMENTS: U.S. Citizenship Required
Must be able to obtain and maintain the appropriate security clearance.
Performs staff assignments related to program, monitoring, and/or coordination of new and/or modified Command, Control, Communication, Computer, and Intelligence (C41) systems from inception through acceptance and commissioning.
Performs programming and planning duties to maintain the long-term health of ongoing and planned C41 systems and programs.
Performs technical duties for information systems and communications projects.
Provides technical oversight and management of commercial Service Level Agreements (SLAs) and Program Support (PSAs) involving C&J systems to ensure compliance, adequacy, and currency.
Performs supervisory duties over assigned employees.

SPECIALIZED EXPERIENCE : At least one (1) year of specialized experience at the next lower grade (GS-09) or equivalent. Specialized experience must include experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled. Individuals must have IT-related experience demonstrating each of the four competencies listed: Attention to Detail, Customer Service, Oral Communication, and Problem Solving.

Federal Time-In-Grade (TIG): Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of information technology theories, concepts, principles, practices, procedures, policies, standards, operational requirements.
Knowledge of IT operational and performance characteristics of both computer and communications systems to develop procedures/policies/practices for local use.
Ability to analyze/apply specialized computer and communication methods and analytical techniques involving information systems to determine program effectiveness, to develop new or modifies system methods and to resolve complex situations.
Knowledge of pertinent laws, regulations, policies, and precedents that affect the use of IT program and related documentation.
Understanding of C4 IT requirements process, from conception to installation and all required supporting facilities providing needed service.
PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
