The Sr. IT Procurement Specialist will drive the development and implementation of strategic sourcing strategies for specific IT related categories/commodities. This position is also responsible for managing the timely and efficient procurement of IT solutions including but not limited to hardware, software and professional services. A solid knowledge of all aspects of the sourcing and procurement process is required. The position is expected to perform market and supplier analysis, facilitate the bid/proposal process, develop and use supplier evaluation criteria, conduct negotiations, formulate purchase orders and contract documents, manage supplier performance including issue resolution. This position will also coordinate with internal customers to create sourcing strategies that deliver quantifiable savings.

The Sr. Procurement Specialist primary responsibility is the creation of real value, including price savings, supplier productivity, and potential revenue generation through negotiating TCO contracts with suppliers and driving supplier performance on other TCO cost reduction initiatives. This role will collaborate with the strategic sourcing manager in delivering sourcing effectiveness on assigned categories. This position is the most strategic focused of all the Procurement Specialist roles. The Sr. Procurement Specialist has the following responsibilities:

  • Develop global/regional sourcing strategies and assist in the development of regional sourcing strategies to meet regional/local sourcing objectives and requirements.
  • Provide procurement expertise on cross-functional teams, including creation of sourcing strategies
  • Manage supplier relationships and administers supplier contracts
  • Develop and maintain suppliers capable of meeting quality, cost, timing and technology expectations
  • Monitor strategy implementation, contract compliance, and customer satisfaction
  • Perform supply market and supplier analysis
  • Provide selection and guidance to Strategic Sourcing group in pricing and contract development
  • Facilitate competitive bidding process
  • Drive supplier selection process
  • Conduct supplier negotiations and develop purchase orders and contracts
  • Develop an expertise in IT spend categories
  • Provide liaison to legal department for Terms & Conditions issue resolution
  • Assure contract compliance and insurance adequacy is maintained
  • Communicate with key stakeholders
  • Drive process improvement for internal efficiencies
  • Support and promote EFH’s supplier diversity program and ensure inclusion in the buying process
  • Incorporate safety into daily work ethic and buying decision process
  • Uphold internal and external policies, regulations and laws
  • Lead cross functional teams in supplier sourcing actions
  • Support EFH/supplier target objectives by ensuring supplier commitment to quality improvement programs and targets.

  • Proactively drive the development and implementation of strategic sourcing strategies for specific categories/commodities
  • Assist Sourcing Managers in the development and implementation of the sourcing strategy for specified categories
  • Manage relationships with suppliers for specified categories and monitor and evaluate supplier performance against supplier performance metrics; includes supplier development and process/cost improvement.
  • Recognize and appropriately act upon supplier development opportunities
  • Lead supplier qualification and measurement for category
  • Create, issue, administer, and manage Requests for Information (RFI) and Requests for Proposals (RFP), including eRFX process. Further assess the results of the RFI/RFP. Assessments to include Total Cost of Ownership (TCO)/supplier ranking matrix.
  • Implement and manage contracts
  • Lead development of fact-based briefs for supplier meetings
  • Create, distribute, and summarize customer satisfaction survey results

Education, Experience, & Skill Requirements
  • BA/BS preferred or equivalent experience
  • Minimum 5 years relevant IT procurement/contracting experience required
  • Demonstrated problem-solving and strong analytical skills – able to construct/execute multiple analyses (e.g. TCO, NPV; cost-price analyses) simultaneously
  • Proficient with Microsoft Word, Excel, Powerpoint, Access

Preferred Knowledge/Skills
  • MBA; other graduate degree potentially acceptable
  • Specific commodity and/or power generation experience
  • Strong leadership skills
  • Strong planning/project management skills
  • Strong negotiating skills
  • Quick study – able to gain a fact based understanding of current supplier management proceess
  • General knowledge of IT systems, platforms and architectures and ability to relate highly technical information to a general business audience
  • Passion for reducing costs – exhibits high energy and the enthusiasm for driving optimum business outcomes
  • Good process orientation and demonstrated Continuous Imporvement skills;Lean and/or Six Sigma and ITILexperience preferred
  • Strong written and oral communication;ability to negotiate and persuade others
  • Demonstrated understanding of contract Terms and Conditions including those specific to software, subscription and hosted and cloud based solutions; capable of handling most complex legal problems, obtaining legal counsel as necessary
  • Firm understanding of IT security risks including data security, PCI requirements and effective mitigation strategies
  • Capable of facilitating cross-functional committees and task teams
  • Intermediate to advanced Microsoft office capabilities (PowerPoint, Word and Excel)
  • Comfortable with conflict – willingness to challenge “conventional” thinking
  • Certifications – CPM or CPSM
