QUALIFICATIONS REQUIRED:
Experience: Must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individual must have IT-related experience demonstrating each of the four competencies listed below.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the service or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, talking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and
convincing oral presentations; listens to others, attends to nonverbal cues, and
responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to general and evaluate alternatives, and to make recommendations.

AND

To qualify for this position at the GS-11 level you must have 1 year of specialized experience equivalent to the GS-09 grade level. Specialized Experience is defined as experience ensuring all aspects of information systems operations are in accordance with the industry standard information assurance principles of confidentiality, integrity, and availability, as well as, experience with software installation, security application, and compliance with DoD regulations, policies, directives and public law.

OR you may substitute education for experience as follows: a PhD or equivalent doctoral degree or LL.M. Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a doctoral degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks may be substituted for experience

OR a combination of education and experience

Must be able to obtain and maintain a Top Secret security clearance and a Sensitive Compartmented Information (SCI) security clearance.

Must be able to obtain and maintain all required DoD Information Assurance certificates that relate to this position within six months of hire and continue to maintain these certificates throughout the duration of this position.

Specifically you will be evaluated on the following competencies:
1. Skill in applying database management concepts, principles, and methods including database logical physical design, normalization, storage capacity management, and backup and recovery functions.
2. Knowledge of operating systems and platforms used in customer organizations, sources, characteristics, and uses of the organization’s data assets, data mining, and data warehousing principles.
3. Knowledge of policies, processes, and procedures for data management related disciplines and technologies. HOW YOU WILL BE EVALUATED:

How You Will Be Evaluated for Delegated Examining:

This position is open to all US Citizens and Merit Promotion eligibles. Best-Qualified: This highest category will be used for those candidates who possess the type and quality of experience that substantially exceeds the minimum qualifications of the position, including all selective placement factors and appropriate quality ranking factor(s), as determined by the job analysis.

Highly-Qualified: This higher category will be used for those candidates who possess the type and quality of experience that exceed the minimum qualifications of the position, as determined by the job analysis.

Qualified: This lowest category will be used for those candidates that meet the minimum qualifications of the position and are proficient in some, but not all, of the requirements of the position. Candidates may require extensive training and/or orientation in order to satisfactorily perform the duties of the position.

Names of the candidates in the Best-Qualified category will be sent first to the hiring manager for employment consideration. Applicants in other categories will be referred in accordance with category rating procedures.
