In this position, the incumbent may lead Information Technology (IT) Specialists, Auditors and Program Analysts; be responsible for assisting Audit Managers and audit teams in planning and executing IT audits of Internal Revenue Service (IRS) programs; and, when appropriate, plan and execute IT-related audits.

This position is organizationally located in the Office of Information Technology.

TIGTA's mission is to provide audit and investigative services that promote economy, efficiency, and integrity in the administration of Federal tax laws. We detect and deter waste, fraud and abuse in IRS programs and operations and protect IRS against external attempts to corrupt or threaten its employees. We provide independent oversight to the Treasury Department on matters involving IRS activities, the IRS Oversight Board, and the IRS Office of Chief Counsel.

KEY REQUIREMENTS

DUTIES:
As an IT Specialist (Network) you will:
Lead major national level projects such as the application and adaptation of new and improved approaches to the design, development, and implementation of testing, quality assurance, configuration, installation, integration, maintenance, and/or management of network systems;

Ensure the design, implementation, and operation of adequate telecommunications capabilities that provide measured availability and sustainability for TIGTA;

Manage a large and complex TIGTA-wide network including: conducting cost benefit analysis and total cost of ownership and capacity studies, establishing routing schematics, establishing security practices, developing contingency and recovery plans, maintaining directory services, managing domain name services, providing intranet, internet, and extranet gateways, and coordinating other actions that support mission requirements;

Provide technical leadership, guidance, and direction;

Ensure availability and accessibility of network resources;

Manage the design of TIGTA-wide network architectures including: evaluating and defining infrastructure requirements, selecting hardware and software components, assembling installation teams, coordinating network implementation planning, and overseeing testing and implementation;

Perform other duties as assigned.

QUALIFICATIONS REQUIRED:

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: strong network skills utilizing Cisco hardware and software; experience analyzing and monitoring quality of service traffic; and experience as a project leader whose scope and authority crossed organizational and geographic lines.

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

A Master or Bachelors degree in Information Technology or certification in Cisco systems is preferred but not required.
