The mission of the National Finance Center: To design, develop, implement and operate, cost-effective, financial, administrative, and management information systems and services supporting missions of the USDA and its customers.

This position is located in the Office of Chief Financial Officer, National Finance Center (OCFO/NFC), Information Technology Services Division (ITSD).

This vacancy may be used to fill additional similar positions in ITSD.

Please note that this position is only being recruited for at the GS 11 level. Full performance is at the GS 12 level.

The incumbent of this position functions as a technical specialist serving as a senior member of a staff of Information Technology (IT) specialists supporting IT capacity planning, resource utilization/ performance reporting, enterprise analysis, strategic planning, procurement acquisition planning, budget planning and execution, financial management and execution for the OCFO.

As a IT Specialist (PLYCPLN), you will be responsible for the following:

Manages senior level management activities in support of major IT projects and initiatives. Plans, executes, documents tracks and reports.

Controls formal definition and tracking of IT projects including budget, schedule and performance.

Drafts documentation and analyzes IT policy and procedures. Supports the planning and execution of Project Management, Budget Management, Financial Management, Data Calls, Acquisition Management, Asset Management, Change and Configuration Management, etc.

Performs and develops analyses of alternatives including cost/benefit and budget/financial management.

Performs project management duties in accomplishment of branch level projects in support of IT resource and process administration.

Specialized Experience: One year of specialized experience that must have been at least equivalent to the (GS-9) level in the Federal service. For this position specialized experience is administration and attendance of technical meetings including organization of technical and non technical documents, and development, coordination and publishing of agendas; working with senior staff to develop and maintain documents for large data centers; skill in PowerPoint and SharePoint, knowledge of Microsoft Visio and expert level skills in Microsoft Office.


Applicants must also have IT-related experience demonstrating each of the four competencies listed below:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Additionally, you will be evaluated on the following KSAs but do not need to address these directly in your resume:

  • Skill in conducting technical meetings.
  • Skill in the collaboration with technical and nontechnical staff in the development of formal work products
  • Knowledge of IT operations in a large datacenter environment.
  • Ability to use SharePoint and PowerPoint.
  • Skill in using MS Office at an expert level.
  • Skill in communicating complex technical concepts to a variety of audiences.
At the GS-11 level: Ph.D. or equivalent doctoral
degree or 3 years of progressively higher level graduate education leading to a
Ph.D. or equivalent doctoral degree may be substituted for the experience

Combining Education and Experience: Combinations of
successfully completed graduate education in excess of one year and experience
may be used to meet total qualification requirements and may be computed by
first determining the applicant's total qualifying experience as a percentage
of the experience required for the grade level; then determining the
applicant's education as a percentage of the education required for the grade level;
and then adding the two percentages. The total percentages must equal at least
100 percent to qualify.

Foreign Education: If you are using education
completed in foreign colleges or universities to meet the qualification
requirements, you must show that the education credentials have been evaluated
by a private organization that specializes in interpretation of foreign
education programs and such education has been deemed equivalent to that gained
in an accredited U.S. education program; or full credit has been given for the

involved the performance of more than one type of work (e.g., secretarial and
