NATIONAL GUARD MEMBERSHIP IS REQUIRED : This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
LOCATION: 201st Combat Communications Group, Hawaii Air National Guard Joint Base Pearl Harbor-Hickam, Hawaii.
RECRUITMENT AREA: Present commissioned officers from O-3 thru O-4 of the U.S. Armed Forces within the State of Hawaii.

SUMMAR OF DUTIES:
The primary purpose of the position is to provide Group management with objectively based information to effectively assess the Group Headquarters and its assigned units ability to meet the mission requirements of fielding a complex Information Technology (IT), Communications-Electronics (C-E) networks.
Independently evaluates the effectiveness of group programs and processes in meeting their established goals and objectives.
Gathers information from available sources, through electronic and manual research, independent studies, surveys, and interviews to formulate policies, procedures, and strategies throughout the group headquarters and assigned units.
Develops process, management, and administrative evaluation plans.
Provides management officials with information needed for effective direction of programs to include reports identifying limiting factors, management weaknesses, and availability of operable mission equipment.
Recommends group wide reporting and status tracking procedures.
Performs and manages special projects and initiatives and performs special assignments as directed by Group Commander.

QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL and SPECIALIZED experiences, you may lose consideration for this position. Ensure that the Questionnaire is completed on the Application Manager.
GENERAL Experience: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED Experience: Must have at least 36 months experience, education, or training in IT and communications systems architecture, integration techniques, system analysis, and testing methods. Experience in the principles of information assurance, network security and techniques to ensure serviceability. Experience in a wide range of communications concepts, principles, and practices. Experience in the operational and performance characteristics of telecommunications to develop procedures/policies/practices for local use. Experience in applying statistical analysis and evaluate techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
MILITARY TECHNICIAN COMPATIBILITY: Prior to placement in this position, the selected applicant must be assigned to a valid position in the unit of employment and be assigned militarily in DAFSC 17D3B, Cyber Control.
SUBSTITION OF EDUCATION FOR SPECIALIZED EXPERIENCE
A Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Major study- computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field. To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificate to provide verification of related courses.

b. Situations of inversion of military rank are not permitted, i.e., a military technician may not be military senior to his or her full-time supervisor.
c. Permanent change of station (PCS) expenses may not be authorized for this position. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

These documents will be evaluation as part of the selection process.
e. Applicants may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to military bearing leadership, or ability to work with others (teamwork) in a military environment.
f. Final selection will be based upon qualifications, suitability, and available manpower resources.
