Provide oversight and guidance to on-site process improvement teams in support of a series of Navy Bureau of Medicine and Surgery (BUMED). Provide thought leadership in the application of Industrial or Systems Engineering practices to the military healthcare system.
Act as an experienced technical resource to assist on-site project leads with addressing new and/or complex process improvement issues.
Provide oversight and direction for Knowledge Management Activities.
Collaborate within JHU/APL and the JHU enterprise to develop innovative solutions to improving quality, cost, and access in DoD treatment facilities.
Design and direct a research program for the application of IE and SE techniques to DOD Healthcare.

MS in Industrial or Systems Engineering with at least 10 years experience in Industrial or Systems Engineering. Majority of recent experience should be in the application of Industrial or Systems Engineering techniques and methods in support of process improvement initiatives in a health care environment. Demonstrated expertise in process improvement techniques, including LEAN/6-Sigma. Facility with advanced statistical analysis and associated software, process modeling and simulation, and integer linear optimization. Demonstrated organizational skills and proven history of independently executing and completing multiple tasks with conflicting requirements on schedule with assigned resources. Strong interpersonal communications skills and the ability to articulate and effectively communicate complex technical issues with a variety of media (visual, written, oral). History of interacting professionally with staff at all levels of organizations, including senior executives.
PhD in Industrial or Systems Engineering and at least 10 years experience applying Industrial or Systems Engineering techniques in a healthcare environment. Experience with the Defense or VA Healthcare System. Expertise in planning and directing research into the application of IE and SE techniques and methods in a healthcare environment.
Special Working Conditions:
Requires extensive travel and some extended stays at military treatment facilities. Some foreign travel will be required. This position is based in Laurel MD.
