RGS is supporting the Portfolio Management Branch of a large headquarters level IT organization within the U.S. Navy. Current team members compile information from various sources to develop logical, informed, and mission- oriented decisions when analyzing applications within the functional IT portfolios. RGS is seeking a government or commercial consultant with experience in IT Information Assurance to support a strategic transformation effort for the U.S. Navy.

Responsibilities:

•Provide subject matter expertise support for Information Assurance (IA) Policy and Network Security Program Operations Support.
•Ensure that the client is in compliance with Federal Information Security Management Act requirements and proactively ensure compliance consistently exceeds the defined threshold.
•Review Joint and Navy (OPNAV / SECNAV) publications and instructions for conformance to IA / Network Security policy. Assist N2N6 in drafting Navy inputs to Joint policy Investigate and assist in solving issues, along with tracking and reporting actions for varying programs and offices.
•Assist with the management of Information Security and Enterprise Security Architecture.
•Initiate, track, and report actions as required for computer incident response
•Draft, present, refine, and track actions for the Information Assurance policy senior leadership and the Global Information Grid IA Portfolio (GIAP) working group.
•Track status and monitor progress for Communication Security Material System / Electronic Key Management System (CMS/EKMS) issues
•Maintain currency in Allies on Secret Internet Protocol Router (SIPR) program
•Support the creation of Information Assurance Policy tasking of the Services using the Joint Staff Action Process (JSAP).
•Assist N2N6 in investigating impact and developing implementation recommendations regarding changes or additions to existing policies. Current examples of new policy institution are Secure Hash Algorithm 256 (SHA256) requirements and tighter protections for Privacy and Personally Identifiable Information (PII).
•Coordinate presentation of Navy security issues and initiatives to the Defense Information Assurance (IA) Policy / Security Accreditation Working Group (DSAWG). Investigate initiatives proposed by all Navy commands for compliance with security guidelines and risks to DoD networks
•Participate in DON IA policy working groups and support advocacy of Navy interests
•Support in the creation of new information assurance related policies.
•Proactively investigate and present concerns and recommendations for new technologies. Assist in shaping and defining the client’s policy to best leverage new advances while ensuring appropriate risk mitigation.
•Maintain a high customer service focus with attention to detail, accuracy, and on-time delivery

Required Skills:

•10+ years professional experience
•Navy consulting experience
•Experience with Federal Information Security Management Act (FISMA) compliance reporting
•Direct client support experience; on-site support a plus
•Excellent verbal and written communication skills; ability to communicate with wide range of personalities across the Navy in a variety of functions.
•Proven ability to pull customized reports from large databases and perform quantitative and qualitative analysis
•Excellent organizational skills and ability to multi task; high customer service focus with attention to detail, accuracy, and on-time
•Intermediate knowledge of MS Excel, PowerPoint and Word

Desired Skills:

•Defense Information Assurance (IA) Policy / Security Accreditation Working Group support
•Knowledge of Secure Hash Algorithm 256 (SHA256) requirements
•Two to five years of related experience
•IT Portfolio Management experience
•Experience with supporting IT programs or initiatives
•Performance measure/metrics development experience
