Information Systems Analyst, Assistant

POSITION TITLE: Information Systems Analyst, Assistant (ISA)
SALARY: $17.92 per hour plus a $373 monthly benefit allowance (may be taken in cash in lieu of benefits)
LOCATION: Sacramento, California

DUTIES / RESPONSIBILITIES:
WSIN is one of six Regional Information Sharing Systems (RISS) centers funded by Congress through the U.S. Department of Justice, Office of Justice Programs. The Information Systems Analyst reports organizationally to the Information Technology Supervisor. Employee serves at the pleasure of the Executive Director of WSIN.
The purpose of this position is to provide technical support services in support of a Criminal Intelligence System under the direction of the Supervisor of the Technology Unit. Additionally, this employee will be required to perform technical liaison functions between WSIN and its member agencies. This is an entry-level position that will perform varied tasks under close supervision.
The Information Systems Analyst, Assistant (ISA) is responsible for assisting professional staff and WSIN participating law enforcement agencies in the administration of communication functions for the Regional Information Sharing Systems Nationwide Network (RISSNET). Responsible for installing RISSNET™ security software and hardware, assisting agencies and staff, both over the telephone, and in person, on the installation process and troubleshooting hardware, software and network problems, answering calls on a help desk line, and providing training on the use of RISSNET and other software and hardware. Developing and maintaining SharePoint and other websites and managing blast email projects. Responsible for maintaining and supporting WSIN technologies including; internal LAN, wireless LAN, desktop workstations, email support, video conferencing equipment, application and database servers, video wall display units, and mobile devices including andriod phone, IOS phones, tablets, and laptops.
This position will be administering network account usage, locating user support areas, and providing reports to management. Troubleshoot, identify and correct compatibility issues with known software applications and various computer environments. Incumbent will assist in supporting the organization’s information technology operations functioning on a day-to-day basis.
The following are desirable knowledge, skills, and abilities that will be considered in the hiring process: Knowledge of operating systems in Windows and Mac. Knowledge of network administration such as LAN, desktops, laptops, servers, routers, firewalls, Internet/Intranet and VPN technologies, TCP/IP technologies, and Active Directory. Knowledge of the Microsoft Office Suite of applications, FileMaker Pro databases, and Adobe Suite applications. Knowledge and experience designing, editing and maintaining web pages. Knowledge of relation database such as Microsoft SQL and ability to compose, edit, and write scripts to create, update and retrieve information from the database. Strong attention to detail producing thorough and accurate results. Ability to present ideas and information effectively both orally and in writing. Ability to reason logically and creatively. Ability to establish and maintain positive working relationships with those contacted during the course of employment. Ability to take initiative and work independently or in a team environment. Able to follow oral and written directions. Ability to multi task, prioritize, and meet deadlines. Incumbent will have daily contact with internal and external system users to answer both routine and unique questions, diagnose techinical issues and solve problems regarding infrastructure functions. Must be able to clarify instructions with other Information Systems Support staff from outside agencies and provide assistance with diagnosing technical problems caused by software clients and ensure conformity of methods and practices.
- Work is performed in an open office environment with noise from ringing telephones, foot traffic, printers, conversations, and other office equipment. This position will have frequent interruptions and requires multi-tasking abilities and attention to detail.
- Must be able to communicate clearly, understand and answer questions effectively, elicit helpful information, use independent judgment, and take appropriate actions at all times.
- Ability to sit and operate computer for long periods of time.
- Must be able to learn and successfully operate various computer programs related to WSIN duties.
- Must be able to bend, kneel, or sit at a work station for an extended period of time performing data entry. Use of hand truck or cart is required for heavier supplies/equipment. Ability to lift up to 40 pounds.
- Must be willing to travel as needed, including by air.
- Must occasionally drive short or long distances and possess a valid California driver’s license.
- Must maintain punctual and regular attendance.
- Successfully pass a peace officer type background investigation prior to employment.

One year of professional information systems experience which includes developing, maintaining, installing and analyzing information systems; or
At least 20 quarter (15 semester) credits in computer science
A combination of 50% professional work experience and 50% of education will also be accepted.

$17.92 per hour plus a $372 monthly benefit allowance (12% of gross monthly salary). Reimbursement will be provided for any work related travel. Employment will be at-will and based on the availability of funding. The salary listed is the first step in a five-step salary range. All step increases are based on merit and are dependent upon availability of funding.
