Duties and Responsibilities
Convene a variety of user, technical, administrative staff and external groups such as auditors and/or consultants to discuss specific and general requirements, concerns, problems, issues, and suggestions related to the University of Hawaii's enterprise-wide Java administrative applications.
Prepare system implementation plan and determine major tasks that need to be completed.
Direct, manage, motivate, utilize and supervise MIS personnel and UH student employees.
Serve as mentor or model for subordinates. Help individuals grow by providing assistance, setting high expectations and providing challenging assignments.
Assure coding practices are being followed by conducting code review sessions for the development team, assure quality and consistency across applications, assure ease of long term code maintenance.
Determine customers affected by the new project; organize project teams and committees that include MIS staff and customers, to determine system specifications.
Define project roles and responsibilities; prioritize, adjust and readjust project priorities and tasks; evaluate operational performance of programs.
Communicates directly with end-users to resolve problems, serves as liaison between end-users and technical leads of other systems, such as financial, human resources, student, payroll, data marts, and Research Corporation of the University of Hawai’i (RCUH), that directly interface with web applications developed and supported by MIS.
Formulate & define overall system scope, design, and functionality; gather & analyze complex user & institutional requirements & devise optimal solutions, including process reengineering; & translates system specifications into programming requirements.
Develops software programs involving complex data exchange among multiple programs and/or requiring sophisticated program logic; develops reusable software modules and reviews and updates program documentation to assure adequacy.
Program, evaluate, and test new computer programs using Java, HTML, JSP (JavaServer Pages), and JSTL (JavaServer Pages Standard Tag Library), and/or any other programming or scripting languages to meet project requirements.
Develop software test procedures; design system test; coordinate system and parallel testing; evaluate test results and determine whether program(s) can be considered operational; and performs software quality assurance testing.
Possession of a pertinent baccalaureate educational degree in Management Information Systems (MIS) and/or Information & Computer Sciences (ICS) and 10 years of progressively responsible professional information technology experience with responsibilities for enterprise-wide applications development, of which 2 years of the experience must have been comparable in scope and complexity to the next lower payband in the University of Hawai'i broadband system; or equivalent education/training or experience.
Advanced and comprehensive knowledge and understanding of a wide range of developing and emerging information technology concepts, principles and methodologies of enterprise-wide applications development.
Comprehensive knowledge and understanding of a wide range of interactive and integrated technology, systems, hardware and software associated with enterprise-wide applications development.
Comprehensive knowledge and demonstrated ability to develop and revise systems plans, design documents, implementation plans, training material, and to conduct user group sessions and related interviews.
Comprehensive knowledge and demonstrated ability in software development utilizing Java, HTML, CSS, JSP, and JSTL.
Comprehensive knowledge and demonstrated ability in one or more Database Management Systems (DBMS) such as Oracle or SQL Server.
Comprehensive knowledge and demonstrated ability in coding practices necessary for developing enterprise-wide, web-based applications; and systems development methodology and techniques.
Demonstrated ability to understand problems from a broad interactive perspective and use reasoning to discern underlying principles and issues when problem solving, and apply creative thinking to resolve problems in new and unprecedented approaches.
Demonstrated written and verbal competence in presenting ideas, concepts and models clearly using persuasion and negotiation to build consensus and cooperation.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Ability to work a variable work schedule; and work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed.
Any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

Considerable working knowledge of Object-oriented programming concepts, analysis and design.
Considerable working knowledge of Subversion.
Considerable working knowledge of SOAP (Simple Object Access Protocol), REST (Representational State Transfer), and/or CXF.
Considerable working knowledge of Struts MVC, Spring MVC and/or Spring WebFlow.
Considerable working knowledge of database diagramming tools such as Erwin and Object Relational Mapping (ORM) service such as Hibernate, OJB or JPA.
Working knowledge of Apache Web Server and the Tomcat servlet container.
Working knowledge of JIRA and Confluence.
Working knowledge of reporting tools such as iReports and JasperReports.
Working knowledge of enterprise job scheduling tools such as UC4.
