The Information Technology Systems Business Analyst supports the IT Division by researching, analyzing, and launching efficient information systems and operations systems to support core organizational functions. The primary position responsibilities and areas of impact are:
Provides innovative and cutting edge technology solutions to a diverse population of customers; partners with stakeholders to understand their business strategy and then propose technical solutions that fit within this strategy; maintains an understanding of department specific business practices, industry issues and trends.
Ensures successful implementation of technical solutions by performing analysis, validation, testing, error management, modifications, quality and functionality within assigned applications; develops project definitions, planning, test plans, verifies results of testing and develops basic documentation as part of implementation.
Serves as a technical expert to the City by presenting technical solutions that enhance the value of customers’ products and services; facilitates effective discussions with leaders and subject matter experts to identify current and future technology needs; leads cross functional teams to drive business process improvement and analyze operational opportunities; actively communicates with external vendors.
Coordinates projects, upgrades, and system enhancements in a timely and effective manner; gathers and maintains inventory of several unique systems; develops a three year action plan considering functionality, resources and conflicting priorities to ensure positive outcomes.
Effectively manages projects by defining the project scope and objectives; guides customers through business case development for new applications/functionality, including cost/benefit analysis and risk/impact analysis; clearly outlines gaps and shortcomings for customers; quantifies business benefits to be delivered by the project or enhancements; alters project timelines based upon changing priorities and adapts by re-strategizing projects as needed.
Identifies, develops and executes systems requirements, scope and objectives through research and fact-finding combined with an understanding of applicable business systems and industry requirements; outlines requirements that can and should be automated and defines how these automated functions are integrated into the rest of the business and technical processes; categorizes process changes that will result in more efficient usage of the application system; obtains consensus of users and others involved.
Leads the analysis, design and development of custom software applications or integration of off the shelf software to support critical business needs; collaborates with internal users, information technology colleagues and vendors on detailed customer requirements and functional specification and then translates those into technical design solutions.
While these areas are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as a part of their role with the City.
Education: Bachelor’s degree in computer science, information systems, or related field.
Work Experience: Minimum of five years of business systems analyst experience required; experience supporting diverse organizations as part of an information technology department preferred.
Technical Skills: General IT support background; Proficiency in Windows XP, Windows 7, MS Office Suites; Broad knowledge of IT systems; General knowledge of development, programming, scripting, security of databases.
Physical Requirements: This position requires the ability to lift/pull/push/move/carry up to 30 lbs, and the ability to bend/stand/reach.
