INFORMATION TECHNOLOGY CONTRACTS ADMINISTRATOR Administrator V (3184) (Grade 20)
SALARY RANGE: $54, 009 -- $86, 718

DESCRIPTION: This position is a Senior IT Contracts Administrator that acts on behalf of the MDOT Chief of Information Technology Contracts to support and represent the MDOT Chief Information Officer (CIO) with the daily management and implementation of department wide information technology and telecommunications contracts. Duties include but are not limited to: requests for proposals, invitation for bids, task orders, sole source proposal negotiations and agreements, resource sharing proposals, agreements and multiple other projects. The employee will work with all Transportation Business Units (TBUs) including the Maryland Transportation Authority, MDOT Procurement Office, and the State Department of Information Technology. The position also takes the lead and is responsible for creating technology solicitations, task order statements of work, gathering documentation, receiving, negotiating, approving, and processing all information technology change order requests and extensions. The position is responsible for monitoring and evaluating contractor performance and assessment for all agency-specific contracts and task orders. This position interacts directly with all of the MDOT Transportation Business Units (TBU's), coordination with the TSO Procurement Office and the Maryland Department of Information Technology on statewide and MDOT/TBU specific information technology contracts. This position will also have the responsibility of drafting and coordinating Board of Public Works Agenda Items for Information Technology and Telecommunications Contracts and Resource sharing Agreements. The current vacancy is located at the Maryland Department of Transportation's (MDOT) Secretary's Office of Transportation Technology Services (OTTS) in Hanover, Maryland (Anne Arundel County). Education: A Bachelor's degree from an accredited college or university.
Experience: Six (6) years of experience in administrative or professional work. Two (2) years of this experience must have involved the management of technology contracts.*
Two (2) years of this experience must also have involved one or more of the following: the supervision of other employees overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
*This statement contains a Selective Qualification, which is more focused in scope than the Minimum Qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skills or abilities).
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
