Position Summary
This position will be responsible for training and supporting the users of the voucher maintenance system (VMS) voucher system as a part of an Access to Recovery (ATR) Federal Grant. In addition, responsibilities will include acting as a liaison with the VMS vendor and assisting in support issues. Other duties will include assisting with financial and quality assurance issues and help desk management.

Duties and Responsibilities

Liaise with ATR voucher management system (VMS) vendor and Behavioral Health Special Initiative (BHSI) IT staff

Train VMS users such as ATR Staff, Office of Addiction Services (OAS) and Department of Behavioral Health and Intellectual disAbility Services (DBHIDS) staff and providers

Provide support to VMS users by resolving problems or being point person on working with the VMS vendor on resolution

Ensure the quality and timeliness of data transfers to the GPRA system and internal data warehouses

Collaborate with internal DBH/MRS continuous quality improvement (CQI) staff for evaluation activities to assess the impact of individuals accessing services and development of outcome measures

Support internal data requests from the Program Manager, OAS Management or Pennsylvania Department of Drug and Alcohol (DDAP) representatives.

Assist the Program Manager, Fiscal Coordinator, OAS Management or DDAP Staff with meeting mandated reporting requirements

Responsible, along with the Fiscal Coordinator, for management of information systems for tracking outcomes and costs, including the costs of data collection and reporting.

Coordinate with OAS Information Systems Manager to aling, coordinator and integrate ART IT functions with other OAS and DBHIDS data systems.

Coordinate with PMHCC IS to ensure consistency with policy and technology.

General understand of database concepts

Knowledge of data principals, Microsoft Access, Visual Basic and .Net

Ability to design and implement small applications with Visual Basic/.Net and SQL server context.
