Manages and supervises the operation of the voice and data communications networks and local on-line network. The areas of responsibility are network planning and management, local and remote network hardware installations, the operation of the network service desk and security administration.

Qualifications:
  • BS in Computer Science or IT-related degree or the knowledge, skills, and abilities to perform the key responsibilities of the position.
  • Minimum of five years of working in an Information technology environment.
  • Minimum of two years working with Microsoft Network Operating Systems and Software such as MS Windows NT/2000 Service, DHCP, Remote Access Server, MS Exchange 5.5/2000 Server.
  • Minimum of three years in management.
  • Minimum of two years experience working with current techniques and hardware capabilities of the Internet, personal computers, local area networks, wide area networks, and connectivity capabilities (analog, digital, wireless), office automation and relational database management.
  • Cisco certification (CCNA/CCNP) and/or Microsoft certification (MCP/MCSA/MCSE), or equivalent preferred.
  • Ability to understand, and clearly relate to other members of the organization, technical manuals, software specifications, hardware principles of operations, and general methods of network systems operations.
  • Ability to work well with people form many different disciplines with varying degrees of technical expertise.
  • Ability to plan, develop, organize, direct, and evaluate the functions of LAN/WAN/ Computer applications systems.
  • Clinical or Indian Health Service experience preferred.


  • Essential Functions:
  • Insures the efficient and trouble-free operation of all data communications equipment, remote and local communication controllers/servers, remote and local termination devices and printers.
  • Develops, recommends and implements operational techniques and methodologies which ensure full use of machines and personnel.
  • Hires, trains, counsels, supervises and appraises subordinates to ensure and efficient and effective operation.
  • Prepares and administers performance evaluations and re commends salary adjustments for salaried subordinates.
  • Coordinates all network monitoring activities.
  • Communicates relevant network control activities with IT management and non-IT management who are affected by performance of the voice and data communications network.
  • Ensures that all network equipment is maintained in proper working order.
  • Maintains network equipment inventories and network documentation.
  • Ensures that all network software are operating and maintained.
  • Addresses hardware and software issues including standardization, purchasing, evaluations, configuration, training, and networking.
  • Develops and coordinates reporting activities including training, equipment cost and usage, cost/usage ratios, usage procedures, and project management.
  • Develops and coordinates in-house technical training seminars to improve overall employee awareness, response time, and ability to look into the future Information Technology Services requirements of technical services and the corporation.
  • Develops, evaluates, and maintains the software/hardware policies oar procedures recommended or required by the information function of the corporation.
  • Develops and reviews cost estimates for personnel requirements, new hardware/software upgrades or additions, and external consulting projects.
  • Coordinates work coverage of technicians including administrative notification for vacation, illness, or education for 24/7 support for the network data and voice communications.
  • Develop and maintain network documentation, policies, procedures, and configuration.
  • Assists in development of departmental budget submissions to align with the BBAHC strategy map.
  • Mentors, coaches, and counsels staff to develop excellent contribution to the BBAHC mission and assist in understanding the individual’s role in the strategic plan. Fully documents staff issues. Resolves staff issues at the lowest level possible. Keeps supervisor aware of staff issues. Develops and timely submits annual staff performance evaluations aligned to the BBAHC strategy map.
  • Maintains full compliance with the laws, regulations, grant terms, and BBAHC policies pertinent to the department. Ensures department activities meet all applicable accrediting body standards and CMS Conditions of Participation. Actively avoids fraud, waste, and abuse. Seeks methods and activities to enhance BBAHC revenues.
  • Assists with departmental Performance Improvement initiatives. Tracks and reports accomplishments. Develops and oversees Quality Calendar activities.
