The IT Manager supports the IT Division in developing ongoing strategic direction for the team by designing and implementing IT systems (data & communications) that respond to the organization’s needs. The primary responsibilities and areas of impact are:

Manages the development and operations of the IT Division; designs and implements staff development plans that allocate IT staff and resources to best address City’s needs and priorities; acts as a coach and mentor to staff which includes ongoing evaluation, process improvement, and the establishment of work teams.

Enhances the organization’s effectiveness of information technology by managing the City’s development of the IT infrastructure; manages the City’s development of information system infrastructure, research trends, and evaluate emerging technology.

Manages the City’s IT operating and capital budgets by establishing relationships with vendors to ensure maximum value of service.

Overseeing the design and implementation of new applications and changes to existing computer systems and software; and evaluating and procuring new hardware and software to meet the City needs. Review and approve vendor proposals and contract.

Partners with business management team to design and implement information systems that respond to organizational needs, system purchases, and project management.

Develops and deploys City’s IT strategy and policy, in conjunction with LOGIS Cities, County and State IT strategies, and policies.

Monitors and evaluates service performance including a focus on customer satisfaction, and the development of strategies and techniques to improve performance.

Functions as committee chair for IT Projects prioritization when it is necessary.

While these areas are the primary focus of the position, we believe strongly in teamwork and employees will be called upon to perform a variety of duties as a part of their role with the City.

Position Requirements

Education: Bachelor’s degree in MIS or Computer Science required; Master’s Degree preferred.

Work Experience: Minimum of five years experience in the field of information technology, project management and supervising full-time staff; experience working with teams that manage network, storage, systems, GIS and application/web development.

Technical Skills: Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook and Access);; Experience with Windows operating systems and NT servers, SQL server, Exchange, Cisco networking, wireless networks and VPN, application/web development programs, and GIS technology and systems.

Physical Effort: Physical effort is light for the majority of work with lifting or carrying limited to 25 pounds intermittently. There are intermittent visits to City Department locations, some of which are in other areas of the city. There is a need to make presentations, which involves public speaking in front of City leaders. Between 15% and 45% of the time there is pressure associated with a project or activity deadline. Report preparation and writing at times requires extended use of a keyboard. Work interruptions are frequent.

Working Conditions : Most work is performed in a normal office environment. Occasional driving or riding is required to attend meetings.

The City of Eden Prairie conducts professional reference checks and a work verification process for all employees joining the organization. Additional processes for this position included a background investigation process and leadership evaluation. All final candidates must successfully complete and pass the City’s evaluation of the pre-employment results before their first day of employment.
