This position is located in the Office of the Chief Financial Officer and reports to the Financial Systems Technical Manager. As an IT Program Specialist the incumbent is primarily responsible for managing the design, development, deployment, and maintenance of FOR Post, the Agency's foreign financial tracking system. The employee also has first-line responsibility for the management, integration, and support of new applications with existing internal and/or on-line Oracle based applications. The IT Program Specialist will work in both the 2.0 and 3.5 .NET frameworks. Financial Systems supports Odyssey which utilizes Oracle E-Business Suite and SQL server and .NET applications, with an increasing emphasis on deployment of these systems via the Internet and/or World Wide Web..
Performs work involving the analysis, design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software. Participates in implementing commercial off-the-shelf (COTS) software or developing customized applications. Prepares inputs, outputs, flow diagrams, decision logic tables, and linkages with other applications systems.
Installs, configures, troubleshoots, and maintains hardware and software to ensure the availability and functionality of the systems. Recovers data in the event of hardware or software failure.
Installs and maintains Web-based systems, Web-based information services, or Web-based research tools and e-Government operations.
KNOWLEDGE, SKILLS, AND ABILITIES: (The KSAs below may not apply at all grades)

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:
Grade 04: Qualifying experience for FP-04 requires IT-related experience that demonstrates each of the following four competencies: Attention to Detail; Customer Service; Oral Communication; and Problem Solving; AND one (1) year of specialized experience equivalent to at least the FP-05 or GS-9 level. Specialized experience is experience that is in or directly related to the line of work of the position to be filled and that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position. Experience must be IT-related and may be paid or unpaid experience.
Example of specialized experience for positions at the FP-04 level, typically gained in the IT field or through performance of work where the primary concern is IT, includes experience that demonstrates accomplishment of IT project assignments that required a range of knowledge of IT requirements and techniques. Accomplishments normally involve the following, or the equivalent:
SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Three (3) full years of progressively higher level graduate education, or a Ph.D. or equivalent doctoral degree, at an accredited/pre-accredited institution, that demonstrates the competencies/knowledge, skills, and abilities necessary to do the work. Education must have included major study in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or course work in one or more of the identified fields that required the development or adaptation of applications, systems, or networks.
- knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization;
- planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and
- adaptation of guidelines or precedents to the needs of the assignment.
Grade 03: Qualifying experience for the FP-03 level includes one year of specialized experience at least equivalent to the FP-04 or GS-11 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform the duties of the position successfully. Examples of specialized experience include experience analyzing a number of alternative approaches when advising management concerning major aspects of IT system design. The experience demonstrates accomplishment of computer project assignments requiring knowledge of computer requirements and techniques pertinent to the position to be filled.
