The Defense Security Assistance Development Center (DSADC) is located on the Naval Support Activity compound in Mechanicsburg, Pennsylvania. This position is that of an Information Technology (IT) specialist for information security and is assigned to the Director’s staff. The work of this position involves the coordination of routine activities relating to information assurance to include assisting the Security Officer in providing guidance and coordinating staff effort in the implementation of the organizational security plans. Plans may include personnel security, network security and accreditation (Defense Information Assurance Certification and Accreditation Program (DIACAP)), web site security and accreditation, software/ application security and accreditation, security of the physical plant, audit planning and execution for security purposes, and insuring organizational compliance with security requirements established by law, regulation and higher headquarter directives.

Candidates will be hired using the Office of Personnel (OPM) Direct Hire Authority.

DUTIES:
• Assist/support the DSADC Security Officer with the implementation of the Information Assurance program by assisting in the development of policies, procedures and guidelines related to network, computer, personnel, physical, and information security
• Assist the DSADC Security Officer in implementing the physical, personnel and information security policies
• Assist with development of policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data
• Assist in implementation of developed DSADC security policy to ensure sensitive information, equipment, and other material is not compromised, sabotaged, stolen, misused, or subjected to terrorist, malicious mischief, or other acts of willful interference
• Assist in ensuring completion of personnel security investigation by appropriate investigative agencies is completed

QUALIFICATIONS REQUIRED:
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

For the GS-9 level, must possess one or more years of progressively related specialized experience in the same or similar work at a level of difficulty and responsibility that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. Creditable specialized experience would include:

Knowledge of, and skill in applying, basic information security principles and practices sufficient to assist in developing specifications to ensure compliance with security requirements at the Local Area Network (LAN) level;

Experience with IT security requirements for certification and accreditation; network operations and protocols; systems testing and evaluation; and performance management methods sufficient to implement and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities; to monitor and evaluate systems compliance with IT security requirements;

Experience utilizing hardware and software, including knowledge of Operating systems, relational database management systems, computer, and communications software.

For the GS-11 level, must possess one or more years of progressively related specialized experience in the same or similar work at a level of difficulty and responsibility that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. Creditable specialized experience would include:

• Knowledge of, and skill in applying information security principles and methods sufficient to participate in assisting in assessing risks associated with vulnerable systems and information, evaluate and recommend techniques while considering different approaches;
• Assisting with continuous interaction with new initiatives affecting Security Assistance and the organization, and creativity and initiative in developing solutions to complex, unprecedented problems.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE FOR GS-09 LEVEL: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Possess a master’s degree or equivalent degree or two full years of progressively higher level graduate education leading to master’s degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (You must submit a copy of your transcripts)

SUBSTITUTION OF EDUCATION FOR EXPERIENCE FOR GS-11 LEVEL : Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position. Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (You must submit a copy of your transcripts)

COMBINATION OF EDUCATION AND EXPERIENCE FOR GS-09 & GS-11: Education and experience may be combined to meet the total qualification requirements.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. It is the responsibility of the applicant to provide such evidence when applying.

SPECIAL REQUIREMENTS:
Selectee may be required to successfully complete a probationary period.

This position requires the selectee to possess or attain an Information Assurance Management (IAM) Level I certification within 6 months of appointment. Failure to possess or attain the required certification may result in the withdrawal of a position offer or removal.

SALARY RANGE:
GS-09 = $54,032.00 - $70,236.00

GS-11 = $59,339.00 - $77,138.00
