Candidates must be eligible to transfer via Sections 52.6 or 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 25 level. The duties that the incumbent of the vacancy will be expected to perform.
The BI Unit supports a broad portfolio of products that includes over 1500 report products for OMH reporting and portal production for programs such as State Financial System (SFS), Assisted Outpatient Treatment (AOT), Mental Health Automated Records System (MHARS), New York Employment Services System (NYESS) as well as responding to critical requests for information from all departments. Additionally, the BI Unit is in the midst of major transitions to the new Oracle Business Intelligence Enterprise Edition (OBIEE) environment.
Specific duties include, but are not limited to the following:
Research and gather business requirements via interviews, surveys and reviewing documentation.
Coordinate and record stakeholder meetings regarding planning, implementation or issue resolution regarding information systems.
Document business requirements and obtain project approvals from business owners.
Create documents describing business flow and function that may include flow charts and data/process models describing business functions.
Develop test data including test plans and test conditions and validation testing. Perform preliminary analysis about costs, benefits, risks and feasibility of design and implementation of proposed systems.
Evaluate implementation strategies and documents issues requiring resolution.
Evaluate information technology skills of users groups and determine training requirements.
Develop information systems training documentation and materials for OBIEE Analytics, documentation for users and technical training documents for IT staff.
Develop training curriculum and assist in the provision of training for OBIEE and evaluate the effectiveness of training.
Perform full range of supervisory duties.
